- Justification and Approval Draft Statement of Work The Library of Congress, Preservation Research and Testing Division (LOC-PRTD) requires a comprehensive service agreement contract from Oxford Instruments America, Inc. for the Oxford Aztec X-ray microanalysis accessory (EDS Detector) and its companion software. The Library intends to purchase the support plan for the EDS Detector from the manufacturer, Oxford Instruments. The period of performance for the contract will be March 25, 2018 through March 24, 2023, which shall consist of a Base Year and 4 Option Years. The vendor shall provide maintenance services for the LOC-PTRD Oxford Aztec X-ray microanalysis accessory (EDS Detector) and its companion software, and shall begin upon Award by the Library of Congress. Please see the attached draft Statement of Work (SOW) for more details. The Library intends to fulfill this requirement by issuing a sole source contract award to Oxford Instruments. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached draft SOW. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: 1) Company name, DUNS number, address, point of contact, phone number, and e-mail address 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 3) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and 4) Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Oxford Instruments is posted with this notice.
