Description
Notice of Intent to Award Sole Source Procurement TITLE: Joint Readiness Training Center Instrumentation System (JRTC-IS) P25 Observer Controller Communications System (OCCS) Hardware Technical Refresh and Upgrade, Ft Polk, Louisiana. Notice of Intent to Award Sole Source Procurement: Market Research is being conducted to verify that no other sources can meet the requirement to manufacture, produce, and install the various elements of P25 Observer Controller Communications System (OCCS) subsystem. BRIEF DESCRIPTION: The JRTC is a United States Maneuver Combat Training Center (CTC) located at Ft. Polk, LA which conducts realistic training for U.S. Army military units. The JRTC-IS is a fixed-site instrumentation capability that supports provision of advanced live force-on-force and force-on-target ground maneuver training to Brigade Combat Teams, lower echelon and supporting units, and elements from other Services. It enables provision of a near-real combat learning experience in a controlled training environment that approaches the reality of the complex and challenging contemporary operating environment to include Direct Action training events. This expansion of network coverage and of the fiber networks is necessary to allow near real time bi-directional instrumented digital data transfer from the Multiple Integrated Laser Engagement Systems (MILES) sensor equipment on Soldiers, vehicles and Observer-Coach/Trainer mobile voice and data connections from locations within the JRTC LE area to the Core Instrumentation Subsystem (CIS) located in building 1560 (JRTC Joint Operations Center). This will enable the delivery of task-based, battle-focused, objective, and actionable feedback to leaders and units. The JRTC supports 10 (ten) training rotations per year, 21 (twenty-one) days of continuous training in a variety of combat operations. JRTC uses Commercial Off The Shelf (COTS) Information Technology equipment to properly operate, display, and protect the JRTC-IS while supporting rotations. The P25 (OCCS) subsystem is unclassified and allows for observer controller communications and consists of standalone machines and handheld radios. The P25 handheld radio system is used by Observer Controllers to report battle events and status to the assigned Training Analyst Feedback Facility (TAFF). Transmissions from the handheld radios are received by tower-mounted antennas that are connected to radio receivers in the shelters at the tower sites. The radio traffic is then fed onto the fiber network and routed through the Mill Creek shelter, which acts as a central hub for all observer communications. The P25 system consists of five subsystems: Radio Frequency (RF) subsystem, network backbone subsystem, console subsystem, network management subsystem, and handheld/portable and mobile radio subsystem. The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE), Product Manager for Combat Training Instrumentation Systems (PM CTIS) has a requirement to do a technical refresh of the P25 OCCS subsystem of the JRTC-IS and upgrade for the P25 Harris Hand Held Radio. This effort will be comprised solely of: • Upgrading Mill Creeks Tower from a Harris Master III to Master V; • Upgrading the P25 Network Backbone • Adding a P25 Harris Antenna and associated radio subsystem to the North Fort 400ft Tower; and • Purchasing new P25 Hand Held Radios (Harris XL-200P) and associated equipment (ear piece and microphone), Base Stations, batteries, and battery chargers ACQUISITION APPROACH: The Government intends to award a sole source award to Harris Corporation. This contract will issue on a sole sour basis in accordance with Federal Acquisition Regulation (FAR) subpart 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Government's position is that due to Harris being the prime Original Equipment Manufacturer (OEM) of the P25 OCCS equipment used for the JRTC P25 OCCS Subsystem any other contractor awarded this effort would be required to utilize Harris as a subcontractor. Utilizing a prime contractor other than the OEM would result in avoidable cost increases estimated to be $1M. Substantial duplication of cost to the Government is not expected to be recovered through competition. ANTICIPATED NAICS CODE: 334220 PERIOD OF PERFORMANCE: 12- 18 months after contract award. ESTIMATED DOLLAR VALUE: $5-10M RESPONSES REQUESTED: The purpose of this request is to provide notice to Industry. It is provided to verify that no other sources can meet this requirement. All responsible sources may submit a capability statement, proposal, or quotation for the Government's consideration. A determination not to compete this requirement, based upon response to this notice, is solely with the discretion of the Government. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure the subject products. No funds are available to pay for preparation of responses to this notification. The Government will use any information received by the closing date of this notice to determine whether other sources are available and capable to satisfy this requirement.
