Description
Amendment #2 3/8/2018: This is Amendment #2 to the solicitation. This amendment changes the number of pages required in the proposal and changes the proposal due date from March 12, 2018 to march 15, 2018. See attached SF 30 Amendment to Solicitation. Please remember to acknowledge and include the Amendments in your proposal. 2/28/2018: This is Amendment #1 to the solicitation. This amendment incorporates the following into the solicitation package: 1. 37 questions and answers regarding the solicitation/requirement 2. Corrected SF33, correcting the proposal due date in block 9 from 02/08/2018 to 03/12/2018 3. Work order history for all three buildings. 4. Uploads a word version of the Past Performance Questionnaire (Exhibit J.24)UPSTATE 2/9/2017: MECHANICAL MAINTENANCE SERVICES CONTRACT This is a Request for Proposal for Mechanical Maintenance Services, for multiple federal buildings located in Upstate New York. The buildings are located in the following areas: James M. Hanley Federal Building, 100 S. Clinton Street, Syracuse, NY 13261; Binghamton Federal Building, 15 Henry Street, Binghamton NY 13901; and the Alexander Pirnie Federal Building, 10 Broad Street, Utica, NY 13261. The Contractor will act as partner to the General Services Administration (GSA) and be expected to offer solutions and decisions that are in the best interest of the Government and taxpayer in the management and performance of complete facility management, operations, maintenance, inspection, and repair of all mechanical systems in all facilities covered under the scope of this contract. This procurement is a competative 100% total small business set-aside in accordance with FAR Part 19.5 and FAR 5.2. This contract will be a firm fixed priced, performance based with Indefinite-Delivery, Indefinite-Quantity (IDIQ) capability contract awarded to a contractor that will be chosen competitively utilizing source selection procedures as outlined in FAR Part 15, using lowest price technically acceptable procedures. Anyone interested in proposing on this requirement must complete and submit a Document Security Notice. Once we receive the completed Document Security Notice and verify you are a small business, we will send you the solicitation package (on a disc). Clinton St Syracuse, NY 13261 Binghamton Federal Building at 1:30 pm 15 Henry Street Binghamton, NY 13901 Wednesday, February 21, 2018 at 10:00 am Alexander Pirnie Federal Building 10 Broad Street Utica, NY 13501 NOTE: Advance notification and picture ID will be required in order to be granted access to the facilities. If you plan to attend the Pre-Proposal walk-through, you must contact Steve Patch on 315.448.0925 or by email at steven.patch@gsa.gov. Your participation is highly encouraged. The walk-through will provide an opportunity for discussion of the nature of the work and problems that may be entailed, as well as to answer questions concerning the task order provisions, requirements, and statement of work. All technical questions and clarifications concerning this solicitation, must be submitted in writing to the Contracting Officer, Katherine Wheeler at katherine.wheeler@gsa.gov, by February 26, 2018 and will be posted to FedBizOps on February 28, 2018.
