Description
The purpose of Amendment A00001 is to provide responses to contractor questions and change the site visit date/time. Site Visit is now on March 09, 2018 at 9:00 A. Responses to Contractor Questions: Section D-1(r) of the SOW states that the contractor is required to remove, replace and discard used HEPA filters annually or as needed   HEPA filters in BSCs can last anywhere from 2 to 5 years depending upon use.   Because of the high cost of replacing HEPA filters (close to $1,000 just in replacement filter costs for each BSC), it is important for each contractor to know the dates of the last HEPA filter replacement for each BSC.   Since this is something that is likely tracked by the facility (through the PM program), please provide a list of the dates of the last filter change for each BSC and laminar airflow workstation.   Each contractor will need this information in order to project how many filter replacements will be needed over the life of the contract. Response: Biosafety in Microbiological and Biomedical Labs 5th Edition, section 12 states   Equipment that may produce infectious aerosols must be contained in primary barrier devices that exhaust air through HEPA filtration or other equivalent technology before being discharged into the laboratory. These HEPA filters should be tested and/or replaced at least annually. This will apply to Buildings 2, 17, 18, 70 and 78 as applicable. *The specific dates of last service are unavailable at this time. The contractor is to provide TAB services to all the rooms on the equipment list.   When was the last time that the respective rooms were balanced (approximately)?   Rooms balanced recently should require less balancing work than rooms which haven t been tested/balanced for years. Response: Last TAB Services were rendered approximately December of 2017. We were not informed of any serious discrepancies. Section D-3(d) of the SOW states that the contractor is required to complete electronic and manual control systems testing of the HVACs, ACs and exhaust fans.   Please provide the type of electronic controls (make and model or software revision) for which the contractor is responsible to test. Response: Electronic controls only exist in Buildings 2 and 10. *Specifics on the electronic controls are not available at this time. Efforts are being made to obtain these specifications for a follow-on amendment. Several isolation rooms are shown on the room testing list in building 10 and 78.   VA Design Alert 145 requires that isolation rooms AND the respective ante rooms are to be tested.   Do any of the listed isolation rooms have ante rooms which need tested/balanced?   If so, could you please add these rooms to the test list? Response: All rooms (including ante rooms) are accounted for in the SOW by room number & location. Some locations do not have ante rooms. The rooms specifically listed in our Building 2 Dental Suite (rooms 220 & 207) may have balance issues that require commissioning level work ( from scratch flow and adjustment). Physical corrections to MEP (mechanical, electrical and plumbing) infrastructure will be handled by Bedford VA house teams or by separate MEP contract. Contractor estimates should include an assessment and description of MEP corrective actions. Once proper flows have been achieved, Contractor will be required to maintain room pressures and humidity s to specification(s).
