Description
J&A memo NOTICE OF INTENT TO SOLE SOURCE: Center for Disease Control and Prevention (CDC), The National Center for Environmental Health (NCEH), Division of Laboratory Sciences (DLS), plans to procure on a sole source basis one firm fixed price award from Mesa Laboratories, Lakewood, CO 80228, in order to satisfy the Agency's requirement. This acquisition will be processed under Federal Acquisition Regulation (FAR) Subpart 12, Acquisition for Commercial Items and will be made in accordance with Simplified Acquisition Procedures as stated in FAR part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 1,000 employees. Only one award will be made as a result of this solicitation. The performance period is one 12-month base period and four 12-month option periods. A sole source acquisition is justified because Mesa Laboratories is the only vendor that will meet the Agency's technical requirement. Background and Need Laboratories in the Division of Laboratory Sciences are accredited, or in the process of being accredited, by an external laboratory accreditation process compliant with either the International Standards Organization ISO/IEC 17043 and 17025 and in conformity with the Clinical Laboratory Improvement Amendments (CLIA) standard. These standards require monitoring of temperature and humidity in all laboratory areas where quality assurance materials and other samples are manufactured, stored and/or tested. Manually monitoring and recording temperature and humidity in all required areas multiple times each day is inaccurate, impractical, and cost prohibitive. Thus, the laboratory has an urgent need for an automated temperature and humidity monitoring and recording system with function that is consistent with the requirements of the ISO/IEC 17043 and 17025 laboratory standard for proficiency testing programs as well as for satisfying CLIA guidelines. The system must also be scaleable to incorporate all laboratories in the CDC Division of Laboratory Sciences and provide for potential future requirements. Project Objective The purpose of this acquisition is to obtain an automated temperature and humidity monitoring system that will record temperature and humidity in necessary laboratory areas, including open laboratory rooms, laboratory refrigerators, laboratory freezers, and laboratory incubators. The system must meet the certification requirements of ISO/IEC 17043 and be scalable to allow future expansion. Scope of Work Provide and install a comprehensive temperature and humidity monitoring system, including all necessary software and hardware, covering unmonitored equipment, and consistent with ISO/IEC 17043 requirements, consisting of: o 11 liquid nitrogen tanks o 382 deep freezers -85°C to -5°C o 33 fridge/freezer units -25°C and +4°C o 1 freezer unit -25°C o 76 fridges 0°C to 17°C o 15 incubators 35°C to 38°C (with CO2 measurement) o 21 ovens 30°C to 200°C o 4 ovens over 200°C (up to 300°C) o 34 ambient temp/humidity monitoring of open laboratory areas Perform installation qualification (IQ), operational qualification (OQ), and performance qualification (PQ) consistent with ISO/IEC 17043/17025 requirements. CDC intends to negotiate this requirement with Mesa Laboratories under the authority of FAR 13.106-1(b) (1), Only One Responsible Source, and 41 U.S.C. 253(c) (1). Mesa Laboratories is the only source available to provide these services and meet the Agency's critical requirement. This notice of intent is not a request for competitive proposals or quotations. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement as described above. All responses should be received by March 26, 2018, at 10AM, Eastern Standard Time (EST).
