Description
Dear Prospective Contractor: This Notice is the second stage of the forthcoming Request for Proposal (RFP) for Phase II construction at Sacramento Valley National Cemetery in Dixon, CA. VA will host an Industry Day Forum to discuss upcoming construction procurement. This Industry Day Forum will be used for market research to give Office of Construction and Facilities Management (CFM) the opportunity to engage with contractors to determine overall interest in the project, experience with cemetery construction, capacity to successfully accomplish the work, and small business participation. Project Description: This project provides for the Phase II Development of the Sacramento Valley National Cemetery (SVNC), located in Solano County in the City of Dixon. SVNC serves a veteran population of approximately 315,000 within a 75-mile service area. This project will develop approximately 50 acres of undeveloped land to provide approximately 29,300 gravesites, including both casket and cremation sites. The project will include 9,000 pre-placed crypts, 8,500 traditional in-ground cremains, 11,500 columbarium niches and 300 Hybrid Natural Burial Sites in a green burial section located within an open naturalized field area. The project will also add a Committal Service Shelter, expanded cortege lanes and visitor parking, and extended roadways, utilities, lighting, signage, landscaping, GPS/GIS and irrigation. The approximate project duration will be 730 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. CFM intends to conduct this acquisition as a best value with tradeoffs in accordance with FAR Part 15, Contracting by Negotiation. An "Industry Day" has been scheduled for April 4, 2018, at 10:00 a.m. Local time at Sacramento Valley National Cemetery Conference room located at: 5810 Midway Rd, Dixon, CA 95620 This event will provide background and more specific information on the project. This Industry Day Forum will be used for market research to give CFM the opportunity to engage with contractors to determine overall interest in the project, experience with cemetery construction, capacity to successfully accomplish the work, and small business participation. Please respond with your intent to attend to Mr. E.J. Jean-Jacques, Contracting Officer at evenel.jean-jacques@va.gov. Immediately following the industry day, CFM will provide contractors the ability to meet with contracting and project management staff for one on one exchanges. All interested contractors shall submit via email a request for one on one exchanges to E.J. Jean-Jacques at evenel.jean-jacques@va.gov no later than March 30, 2018, 5:00 p.m. ET. All questions and presentations from the Industry day will be made available through an amendment to this notice that will be posted on www.FBO.gov.
