- The General Services Administration (GSA), Public Buildings Service (PBS) will be conducting market research and holding an industry outreach day with respect to line item pricing as it relates to construction contracting. The intent of this meeting is for GSA to become more familiar and better understand the pros and cons of contractors bidding construction work using pre-priced line items, most commonly found when holding an Indefinite Delivery Indefinite Quantity (IDIQ) or Job Order Contract (JOC), versus other pricing methods such as lump sum. After a brief background presentation, this will be an open discussion between GSA and construction contractors who have the knowledge and experience using line item pricing, including but not limited to, experience with the RS Means Pricing Book. This market research will provide PBS contracting officers and project managers a better understanding of the advantages and disadvantages the contractor community faces using line item pricing, which will assist them in creating and structuring future IDIQ procurement vehicles for the agency’s use. The meeting will be held on March 27, 2018 from 1:00-3:30pm EST. It will take place at the Patrick V McNamara Federal Building, 477 Michigan Avenue, Detroit, MI 48226, in room 1180. Due to conference room space restrictions, the meeting will be limited to a maximum of forty (40) people, and a maximum of two (2) people per firm attending. If interested in participating in this outreach event please plan to send your subject matter experts in regards to line item pricing for construction jobs in order to foster the best possible discussion on this topic. In order to attend you must RSVP in advance via email to Mr. Malcolm Lewis at malcolm.lewis@gsa.gov. Please provide your company name as well as the first and last name of the attendee. Attendees will be subject to security screening at the entrance of the building. No sharp tools, weapons, knives, or any such similar objects are permitted in the building. The attendee may bring in a cell phone if desired. You must also have a valid photo id to enter the building. Please allow enough time to pass through security if attending this event. GSA will be audio recording this event for its market research files.
