- ESS III Draft PWS Q&A Matrix Draft ESS III Performance Work Statement This pre-solicitation notice serves as notification to industry of the upcoming Request for Proposal (RFP) package for DISA's Enterprise Storage Solution (ESS) III Capacity services procurement, hereafter referred to as ESS III. This is recompete of the current ESS II contract, HC1028-15-D-0002. The scope of the ESS III acquisition is to provide a managed storage service for the Government providing solutions to support all application workloads. The storage service solution shall include all storage, network, and operating system hardware and software functioning within these environments. The contract shall require the Contractor to provide a solution for off-site storage of tape/media. The Contractor must provide the Government with a detailed hardware/configuration list for all solutions. DITCO intends to negotiate a firm fixed price single indefinite delivery indefinite quantity (ID/IQ) type contract. The period of performance will consist of a 5-year base period followed by five 1-year options. DITCO anticipates to make award selection of this competitive acquisition utilizing the FAR Part 12 and FAR Part 15 source selection tradeoff process. This will be a full and open competitive procurement. The anticipated date for release of the RFP package is third quarter fiscal year 2018. If you company is interested in this planned procurement, it is advised that you continuously monitor the Federal Business Opportunities site at www.fbo.gov. The draft performance work statement for this effort is hereby provided. Request that industry review the draft PWS and provide comments and questions via email only to Lisa O'Donnell at lisa.a.odonnell4.civ@mail.mil and Jackie Johnson at jacqueline.d.johnson20.civ@mail.mil no later than 10 am Central Standard Time on March 21, 2018. All comments and questions must be submitted on the attached Q&A format document to allow for easy consolidation. The Government will not provide formal responses; however, review of comments and questions will be used to further refine the requirements of the PWS where required.
