Description
Notice of Intent to Sole Source for Thermo Electron In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Thermo Electron for an annual maintenance agreement, with three option years, for total of four years. The Thermo-Electron System 7 (NS7) microanalysis units/systems and Ultrdary detector requires preventative maintenance and immediate access to trained personnel for repair of instrumentation and computer components in the event of a malfunction. Due to the proprietary nature of the sensitive, and highly complex system, maintenance and repairs can only be performed by instrument ™s manufacturer and this supports researchers. The period of performance for this effort will be a 12-month base period with three (3) 12-month option periods. The optional periods are for additional annual subscriptions. The total estimated value is less than $40,000.00. This is considered a sole source to Thermo Electron because, to the best of the NETL ™s knowledge, based on market research conducted, Thermo Electron is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on March 2, 2018. Responses must be submitted in writing to shannon.lynch@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
