Description
PRE-SOLICIATION NOTICE TRANSPORATION SERVICES UNITED ARAB EMIRATES (UAE), SULTANATE OF OMAN, SAUDI ARABIA (RIYADH), OMAN (MUSCAT), KUWAIT (KUWAIT CITY) AND QATAR (DOHA). Purpose: This pre-solicitation notice for N33191-18-R-0612 describes the Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA), intent to issue a Request for Proposal (RFP) for transportation services to U.S. Government activities, installations and organizations located in the United Arab Emirates, Sultanate of Oman, Saudi Arabia (Riyadh), Oman (Muscat), Kuwait (Kuwait City) and Qatar (Doha). There will be one (1) solicitation for one (1) award for the performance of services within the geographical area of United Arab Emirates, Sultanate of Oman, Saudi Arabia (Riyadh), Oman (Muscat), Kuwait (Kuwait City) and Qatar (Doha). Authority: The Naval Facilities Engineering Command Europe Africa Southwest Asia (NAVFAC EURAFSWA), is issuing this synopsis in accordance with FAR Part 5.204 Pre-Solicitation Notices. Description: Contractor shall provide all necessary management, supervision, personnel, equipment, materials, fuel, parking passes, Salik, insurance and any other items or services necessary to provide transportation services to U.S. Government activities, installation and organizations located in United Arab Emirates, Sultanate of Oman, Saudi Arabia (Riyadh), Oman (Muscat), Kuwait (Kuwait City) and Qatar (Doha). Place of Performance: The performance of the work associated with this Pre-Solicitation Notice is the United Arab Emirates, Sultanate of Oman, Saudi Arabia (Riyadh), Oman (Muscat), Kuwait (Kuwait City) and Qatar (Doha). Competitive Acquisition: This will be a full and open competitive acquisition. Contract Type: Combination of Firm Fixed Price/Indefinite Delivery/Indefinite Quantity. Period of Performance: This acquisition contains a base year with 4 one-year option periods for a total contract period of performance of 5 years (60 months). Release Date of the Solicitation: It is anticipated for Solicitation No. N33191-18-R-0612 to be released on or about 12 March 2018, proposals will be due on or about 09 April 2018. Should complications arise resulting in a delay in the release of the solicitation, the Contracting Officer will provide an update through EuroNeco at https://euro.neco.navy.mil/ and/or the FedBizOpps website at http://www.fedbizopps.gov. Anticipated Date of Award: The Government anticipates an award will be made on or about 30 May 2018. This requirement will be solicited using commercial items procedures under FAR Par 12 and competitive negotiation procedures under FAR Part 15 under the North American Industry Classification System (NAICS) Code 532112. The Government intends to awards one (1) combination of Firm Fixed Price/Indefinite Delivery/Indefinite Quantity contract. Award will be made to the responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the Government resulting in selection of the lowest price technically acceptable factor. In accordance with FAR 52.217-5, Evaluation of Options, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). The Government intends to post all notices/amendments related to this solicitation on the European Navy Electronic Commerce Online (EuroNECO) website at https://euro.neco.navy.mil. All documents published in EuroNECO will be transmitted to the Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil and Federal Business Opportunities at www.fbo.gov. All interested firms must be registered on the EuroNECO, NECO, or FBO websites in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will NOT be provided. It is the responsibility of the offeror to check the website daily for any updates/amendments.. Prospective offerors will have access to the solicitation at the EuroNECO/NECO/FBO websites by searching for the solicitation number N3319118R0612 (no hypens). Offerors are encouraged to check the EuroNECO/NECO/FBO websites frequently in order to be notified of any changes to this solicitation. Offerors who register for this solicitation, will receive a courtesy email notifying them of all amendments for this solicitation that are posted on the website. Registration for this solicitation, however, does not release the offeror from the responsibility of checking the solicitation daily for amendments. All offerors must be registered in the System for Award Management (SAM) www.sam.gov to be considered for award of any United States of America Department of Defense contract. In order to register in SAM, offeror must have a Dun and Bradstreet (DUNS) Number from http://fedgov.dnb.com/webform and a Commercial and Government Entity (CAGE) Code (U.S. firms) or a NATO Commercial and Governmental Entity (NCAGE) code (non-U.S. firms) from http://www.dlis.dla.mil/Forms/Form_AC135.asp. The SAM registration requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective offerors to begin the SAM registration process as early possible. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantages to the Government, price and other factors considered.
