SOURCES SOUGHT NOTICE for Services for Technical Support and Maintenance Services for: Inductively Coupled Plasma - Mass Spectrometer (ICP-MS): Thermo Scientific iCAP Q ICP-MS This is a sources sought notice only. Proposals will not be accepted in response to this notice. Interested and capable parties should submit capability statements and other supporting documentation in response to this notice. The submission must include business size and designation that is easily identifiable along with offeror's name, point of contact, phone number and email address. System for Award Management (SAM) information including CAGE Code and DUNS number shall be easily identifiable as well. Responses are due no later than 11:00 a.m. EST on Wednesday 14 March 2018 and should be emailed to aisha.boykin@usace.army.mil. Submissions shall be no more than five (5) pages, including all charts, graphs, etc. 1. The primary objective is to provide contractor services and deliverables through performance of technical support for the Inductively Coupled Plasma Mass Spectrometer (ICP-MS) at the Washington Aqueduct Laboratory. The services rendered shall provide on-call and on-site assistance in areas pertaining to the ICP-MS operation, software support, Troubleshooting, and maintenance. These services are needed to ensure continuous software upgrades and technical service support. 2. Must have proficient knowledge and expertise in the operation of and maintenance to all of the Thermo ICP-MS instrumentation and equipment and be fluent with the system software. Provide all necessary tools needed for completion of system repairs as well as all parts required. 3. Thermo Scientific Inductively Coupled Plasma Mass Spectrometer System: a. Instrumentation (1) Thermo Scientific ICP-MS: Model # iCAP Q, Serial # SN02896R (2) ESI Autosampler: Model # SC-4Q Fast b. Equipment (1) Sogevac Rotary Vane Pump: Model # SV40 B1 (or equivalent) (2) Thermo Scientific Water Chiller: Model # ThermoFlex 2500 c. Computer Workstation (1) Dell Optiplex 9010, Intel Core i3-3220 CPU @ 3.30GHz, 32-Bit operating system with Windows 7 Professional (2) Additional Equipment NOT covered under this contract: PowerVar Power Conditioner: Model # 95208-12R - 6 kVA Single Phase d. Software (1) Qtegra software (Version: 2.8.2944.202). 4. Specific Tasks and Services: a. Preventative Maintenance: Preventive maintenance at least once each contract year, to the Thermo ICP-MS system to include maintenance to all instrumentation, equipment, and software shall be performed by the service technician: b. Initial Performance Verification: Verify instrument performance by ensuring the source extraction flow rate is within 6 - 8 m/s, verifying acceptable plasma shape and stability, checking that the performance reports acceptance criteria are consistent with those from the installation, ensuring acceptable performance checks, and ensuring that the instrument reaches operate state without any problems. c. Safety Checks: Verify instrument safety by operating the instrument under the following varying conditions and checking that the instrument safely shuts down to vacuum-ready mode: operating with the plasma door opened, operating with the argon gas supply turned off, operating with the cooling water turned off at the source, operating with the exhaust flow turned off; check enclosure handle, enclosure door, water interlock, and argon interlock. d. Basic Maintenance: Vent the iCAP Q ICP-MS; check the condition of the electrical supply cable, USB control cable and gas supply pipe; check water system for leakage and repair; change oil and filter in rotary pump; check connections to and from rotary pump and ensure gas ballast is closed; replace turbo oil pad; remove, check, and clean AIM guage; remove RF housing and replace 3 O-rings; check for and clean any presence of deposits, contamination, or liquid splashes; replace O-ring in expansion isolation valve; after reinstallation, ensure proper communication of Qtegra software with instrument/autosampler; check proper operation of internal fans; check for and repair any air leaks under vacuum at 1000 Hz by ensuring load < 1 A; replace instrument air filter; clean desktop PC fans. e. Maintenance of Sample Interface: Replace the O-rings located on the sample interface plate and skimmer cone; check and clean extraction lenses and contact pads; check condition of water tubes; check condition of extraction lens cables; check for and repair continuity reading of 20 Ohms (+/- 10%) between connector of Extraction Lens 2 cable and Extraction Lens; replace sample cone graphite gasket; install new torch coil. f. Cooling System Checks: Change coolant; replace external in-line water filter; remove and clean chiller air filters; check and repair leaks; check flow rate is > 3 L/min; check chiller pressure is approximately 3 bar and temperature setting is 20° C. Check that the autosampler communicates with Qtegra software; perform acceptable mass calibration; perform acceptable full detection system calibration; check absolute value of analog voltage is < 3500 V and pulse count voltage is < 3000 V; check acceptable STD and KED performance reports of Tune solution for iCAP Qc ICP-MS; check for appropriate Angular Deflection (RAPID) Lens setting for high sensitivity mode. g. Instrumentation Validation: The Washington Aqueduct Laboratory will perform system validation testing after the completion of on-site preventative maintenance. The service request may not be closed until the Thermo ICP-MS system is validated by the Washington Aqueduct Laboratory. h. Instrumentation and Equipment Repairs: Provide repairs to all instrumentation, equipment, and software identified when deemed as non-functional by the Washington Aqueduct Laboratory. Repairs include parts replacement and/or on-site system troubleshooting. If not able to repair or correct a problem, consult or sub-contract with the instrument manufacturer until the repair or problem is corrected. i. Service Call Center: Access to a service call center open during normal business hours Monday through Friday. This service call center shall provide a unique service request identification number for each service request and shall assign a service engineer to the service request. The assigned service engineer shall routinely communicate the status of repairs and service requests. j. Timely Response: On-site repairs shall be scheduled in a timely manner. Parts are to be shipped to the Washington Aqueduct Laboratory at no cost to the customer. k. Equipment Replacement: Any piece of equipment that fails during the life of the service contract and cannot be repaired is to be replaced by the contractor at no cost to the Washington Aqueduct Laboratory. Replacement equipment shall provide equivalent performance. l. Instrumentation Repairs: Any instrumentation that fails during the life of the service contract shall be repaired. On-site troubleshooting and replacement of instrumentation components and parts shall continue until non-functional instrumentation is fully operational. If the service engineer is not able to restore instrumentation functionality in a timely manner, then the original instrument manufacturer shall be consulted or sub-contracted to facilitate repairs. Major component failures such as pumps, SAP boards, communication boards, pneumatic control boards, etc. Replacement Instrumentation components and parts shall be Original Equipment Manufacturer (OEM) parts and components. Defective parts and components are to be replaced; not repaired. Service engineers who are not familiar with listed instrumentation shall not be permitted to attempt repairs. m. Instrumentation Validation: The Washington Aqueduct Laboratory will perform system validation testing after the completion of on-site repairs. The service request may not be closed until the Thermo ICP-MS system is validated by the Washington Aqueduct Laboratory. n. Software and Computer Workstation: Update software and firmware, as well as, update methods whenever available. Should the computer workstation become non-functional, provide a replacement computer workstation equivalent to or better than the workstation. Should the software become non-functional, reinstall and restart the software package. The Washington Aqueduct Laboratory will provide the software programs. o. Documentation: All repairs and on-site service calls shall be documented with a written summary of services provided after the completion of work. p. Technical Support: Provide unlimited technical support when requested by the Washington Aqueduct Laboratory for the Thermo ICP-MS system. Technical support includes over-the-phone guidance regarding system operation, optimization, software support, and troubleshooting.
