- Brand Name or Equal Specs The Virginia Contracting Activity, on behalf of the Missile and Space Intelligence Center (MSIC), Building 4545, Fowler Road, Redstone Arsenal, AL 35898-5500 intends to purchase equipment, as listed in the attached specifications. The Government intends to award one purchase order to the offeror that submits the lowest price, technically acceptable quote. Use of name brand or equal and meet or exceeds specifications will be used for determining technical acceptability. Per FAR 52.212-2, the Government reserves the right to make award without discussions. The following FAR provisions and clauses are applicable to this solicitation and are incorporated by reference: 52.211-6 Brand Name or Equal, 52.212-1 Instructions to Offerors - Commercial Items; 52.212-3 Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commerical Items. The following DFARS clauses and provisions apply to this solicitation and are incorporated by reference: 252.212-7001 Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items. Place of delivery will be MSIC facilities. All offerors interested in submitting an offer must email their quotations to MAJ Shane Dering at shane.dering@dodiis.mil NLT 12:00 PM (CST) 16 March 2018. Only E-MAILED quotations will be accepted. Direct all questions to MAJ Shane Dering at shane.dering@dodiis.mil or 256-313-7680. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12 as supplemented with additional information included in this posting. This announcement constitutes the only solicitation. Quotations are requested and a written solicitation will not be issued. Solicitation number 105-0018-18-Z is issued as a Request for Quotes. The NAICS code is 336212. This solicitation is a 100% Small Business set-aside. Only SBs will be considered for award. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the System for Award Management (SAM) at www.sam.gov. This requirement is for a fixed deck bogie trailer. Please note that invoices must be submitted to NSA via the electronic invoicing site using the procedures described at: http://www.nsa.gov/business/programs/electronic_invoicing.shtml Access to the electronic invoicing website requires an External Certificate Authority/Interim External Certificate Authority (ECA/IECA) PKI Certificate.
