Page 3 of 3 DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 6 (NCO 6) Sources Sought 36C24618Q9118 In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the Government reserves the right to revise specifications, and refine contract requirements, before the release of any associated solicitation. This is not a Request for Proposals (RFP) or Invitation for Bids (IFB). OVERVIEW The Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential construction sources for the following scope of work. The work site is the hospital campus of the Hampton VA Medical Center in Hampton, Virginia. A draft Statement of Work is attached for reference only and is being revised. Other relevant attachments are provided. Requirements regarding contractor personnel security and other matters are still being reviewed at this time. Contractor personnel will likely be subject to a Special Agency Check (SAC), conducted by the Office of Personnel Management (OPM), at a minimum. Specifications pages 23 through 26, 33 through 53, and 55 through 132 have headings that reference another project related to expansion of the Dental suite at the same facility. Those pages are being reviewed to ensure all information is applicable to this project and will be corrected where necessary. Drawings and Specifications should be considered draft documents and are subject to change prior to the release of any solicitation, but are being provided to communicate the scope of the project. The architect-engineering firm that designed the project shall not be contacted directly regarding this notice. Forward all questions to the point of contact identified below. This is not a presolicitation notice, but the magnitude of construction for this project is between $1,000,000 and $2,000,000. DRAFT SCOPE OF WORK AND ANTICIPATED CLIN STRUCTURE Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Project 590-16-101, Improve Data Distribution Security Infrastructure, at the Hampton VA Medical Center, in Hampton, Virginia, as required by drawings and specifications. Bid/Proposal Item I (Base Bid/Offer), GENERAL CONSTRUCTION: This project shall address and correct Infrastructure/Security/Safety/Distribution deficiencies to Information Technology closets located at Hampton VA Medical Center. Approximately 4,000 SF of IT Closets in Buildings 7, 14, 15, 17, 27, 28, 31, 33, 35, 36, 37, 43, 66, 114, 116, 137, 146, and 148 are addressed. The work will include relocating data closets, increasing closets size, constructing new closets, installing environmental controls, installing UPS and battery backup, installing security hardware and other work that will bring the IT infrastructure, security, safety, distribution up to VA standards. Bid/Proposal Item II (Deduct Alternate #1): Eliminates all work associated with Buildings 7, 14, 15, 33, and 66, and fiber optic cable from building 135 to 146. CONTRACTOR RESPONSIBILITY A potential source, for the purposes of this notice, is considered to be any firm meeting the following requirements. Based on responses to this notice, some of the below requirements may be modified, where necessary, prior to release of any solicitation. 1. Anticipated prime contractor is a licensed General Contractor, and holds other required licenses, according to State regulation where the potential source is headquartered and performs work under the applicable NAICS code. 2. The prime source is registered in the System for Award Management (SAM) database at https://www.sam.gov, as whichever entity/office that would receive award in the event of a solicitation. 3. The prime source is registered in the Vendor Information Pages (VIP) database at http://www.va.gov/osdbu, if applicable. (This is only applicable to firms meeting Small Business Administration (SBA) and VA requirements for Service Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) programs.) 4. The prime source has completed submission of the current cycle, for calendar year 2017, VETS-4212 Report at http://www.dol.gov/vets/programs/fcp/main.htm (for federal contracts in the amount of $150,000.00 or more). 5. The prime source has favorable (satisfactory) past performance information for federal contracts, as documented in Government databases, including the Federal Awardee Performance and Integrity Information System (FAPIIS) and Past Performance Information Retrieval System (PPIRS), where applicable. 6. The prime source has a Dun & Bradstreet Supplier Evaluation Risk Rating of 6 or less. 7. The prime source has no more than three serious, or one repeat, or one willful Occupational Safety and Health Administration (OSHA) or Environmental Protection Agency (EPA) violation(s) in the past 3 years and has an Experience Modification Rate (EMR) of equal to or less than 1.0. SMALL BUSINESS REQUIREMENTS For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of set-aside requirements, if a solicitation becomes available, where the rule of two is met regarding a set-aside, including set-asides under 38 U.S.C. 8127 and 8128 for SDVOSB and/or VOSB firms registered in the VIP database, in accordance with priorities set by regulation.
