Description
Notification of Sole Source Procurement. In accordance with 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1(a)(2), the Government intends to limit sources for the replacement of the Olmsted Lock high mast HID lighting with LED fixtures. The high mast light on the locks have been in place since the locks were completed in 2001 and since the approach walls were completed in 2004. Required lighting levels have changed since the lock lighting was originally designed and the current lighting does not meet the requirements in the EM-385-1-1. Also, inspection of the lighting has revealed several issues that must be corrected before the locks can be put into service. Specifically, at least one of the light assemblies has a damaged power cable and at several locations the high mast lowering mechanism is stuck in the locked up position not allowing for the changing of the lights. A floating plant with man lifts will be required to fix the lowering mechanism. At this time only 20% of the existing lights are in operating order. Correction of these items is critical for Olmsted Locks and Dam to go operational and function properly. The project site is located 17 miles upstream on the Ohio River from the confluence with the Mississippi River and is an extremely challenging marine environment for construction activities. This stretch of the Ohio River is the busiest waterway in the United States and is considered the hub of the Inland Water Transportation System. The intent is to accomplish this work during the 2018 Low Water Season (LWS) that begins June 15, 2018, so that operations will have the required lighting while operating both the locks and dam will be fully operational at the beginning of the 2018 LWS. The work on the locks must be accomplished without impacting the execution and schedule of the current Olmsted Dam contract, and to the greatest extent possible not interfere with commercial river traffic. All responsible sources may submit a capability statement to be considered by the agency. Capability statement must be submitted no later than 10:00 AM Eastern time on Thursday, 23 March 2018 to Kelly.B.Maxwell@usace.army.mil. THIS IS NOT A REQUEST FOR PROPOSAL.
