- Department of Veterans Affairs Page 1 of 2 Special Notice **SDOVSB and VOSB SOURCES SOUGHT ONLY** This is not a request for competitive quotes; however, any firm that believes it can meet these requirements and is a certified SDVOSB or VOSB vendor may give written notification to the Contracting Specialist listed below within 10 days from the date of the publication of this synopsis. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only authorized representatives of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Responses are due by 03/20/2018 4:00 pm EST. Contracting Office Address: Department of Veterans Affairs NCO 20 Acquisitions 5115 NE 82nd Ave Suite 203 Vancouver, WA 98662 Point of Contact(s): Mona L Nimmo Contract Specialist 360-852-9873 mona.nimmo@va.gov Patient Seating Replacement SECTION A: VA Portland Health Care System s FMS (Facilities Management Services) is requesting replacement of existing, old recliners for multiple areas of the hospital where veterans are being medically treated, and areas while they recover from their medical treatments. Salient Characteristics: Patient recliner size small enough to fit in a 10 x12 exam room to allow movement of wheelchair and staff around chair, but large enough to fit patients comfortably. Acceptable dimensions: W: 30.75D: 33.5 / 72.5 (fully reclined) H: 46.75 with Wheel casters 5 Footbrake required. Preferred brake on front wheels Preferred wingback style or similar Arms: To be movable so as to reduce pinch points. Prefer upward pivoting of arms. To be open so as to allow for easy cleaning without providing a home for bedbugs Please specify reclining lever mechanism options Please specify whether or not caster lock and/or brake and steer mechanism are located on one or both sides, front or back of wheel. Please specify wheel options. Please specify which areas of the recliner is upholstered and other types of materials used on the recliner. VA cleaning will be cleaned with bleach. Shall be flame resistant, anti-microbial, anti-bacterial and meet 500,000 Double Rubs test for durability. Please identify if the recliner is available with modular parts, including upholstered parts that can be removed and replaced with ease. Please identify head and back support options. Recliner shall be able to recline to Trendelenburg position at a minimum in case of a code. This allows caregivers to quickly and smoothly place a patient in distress into a flat-body, 12-degree head-below-feet position. Recliners are weight-balanced over the center of the chair for stability and patient safety. Please include accessory options such as: 2 Hook IV Pole, bracket option, push bars, overlap tray option with cup holder, etc. to include whether or not the items are factory installed. Weight capacity and strength performance: 300-350 lbs. All seating finishes shall be selected and approved by VAMC requesting interior designer/COR. All items sold to the government for this solicitation shall be designed for healthcare environments and Greenguard or equivalent certified. Delivery Instructions: Please provide delivery options to Vancouver WA, 98662 and Portland, OR 97203 Patient recliner seating shall be fully assembled by manufacturer for drop ship to the locations specified in the delivery section. Contractor will be required to unpack and remove of all packaging material (white glove delivery service) Please provide manufacturer s warranty option to deal with for healthcare use: 3 shifts, 24-7 / 365 days, with a minimum of 10 years, including parts and labor. Recliner mechanism shall have a minimum 5-year warranty.
