- M67854-18-I-1356 REQUEST FOR INFORMATION FOR INDUSTRY MANUFACTURING CAPABILITY FOR THE AUTONOMOUS HYDROGRAPHIC COASTAL SURVEY (AHCS) •1. GENERAL INFORMATION. This Request for Information (RFI) initiates market research under Federal Acquisition Regulation (FAR) Part 10 and is not a Request for Proposal (RFP). The information herein only initiates communication with industry in order to assess market potential. No solicitation document exists at this time. This RFI constitutes no Government obligation to procure these items or issue a solicitation. In addition, the Government has no obligation to pay for information responding to this RFI and will not accept any responses as offers. Vendors should mark any proprietary information clearly and appropriately. •2. PURPOSE. The Program Manager Individual Combat and Equipment (PM ICE), Marine Corps Systems Command (MARCORSYSCOM), seeks industry input to identify potential sources for an Autonomous Hydrographic Coastal Survey (AHCS) system integrated into an Autonomous Underwater Vehicle (AUV). PM ICE plans to purchase a minimum of 22 / maximum of 100 AHCS AUVs, over the contract's life. A follow-on sustainment requirement is foreseeable over the AHCS AUV's life cycle. The AHCS AUV should: a. Integrate into an unmanned AUV. b. Be man-portable (two-man portable (threshold) / one-man portable (objective)). c. Include a lost/recovery capability. d. Be capable of operating in the following feet of seawater (fsw): minimum depth 6 fsw (threshold), objective 3 fsw; maximum depth 30 fsw (threshold equals objective). e. Include autonomous obstacle avoidance technology. f. Be compatible with Windows based Government Furnished Equipment (GFE) laptop computers for pre-mission planning and post-mission analysis. g. Be capable of operations and storage in accordance with MIL-STD-810. h. Be capable of commercial air transportation. i. Withstand helocast operations from any orientation with a threshold of 10 Feet elevation, 10 knots airspeed; objective 20 feet elevation, 20 knots airspeed. j. Be operate using commercial GPS as well as Selective Availability Anti-spoofing Module (SAASM) module integration. k. Operable by personnel while wearing foul weather divers gear. •3. SUBMISSION REQUEST. There is no page restriction associated with this RFI; however, an executive summary, not to exceed five pages, should accompany each submission. Responses may include any advertising or marketing information. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Please include the following information in the response: 1. Company Name; 2. Cage Code & DUNS; 3. Business size for NAICS 334511 ( Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing). Please also indicate whether the company is 8(a) certified, disabled veteran-owned, veteran-owned, woman-owned, HUB Zone, Native American, or any other Small Business Administration approved designation; 4. Estimated unit price; 5. Monthly and yearly production capacity; 6. Material Description. Please identify which requirements the system meets; 7. Berry Amendment / Buy American Act compliance. MCSC will post all questions and answers to the Federal Business Opportunities website ( https://www.fbo.gov/ ). INDUSTRY DAY The Government anticipates hosting an Industry Day in support of this requirement within the next 60 calendar days in Triangle, VA. The purpose of this event is to discuss company-specific ideas and information regarding the AHCS requirement as well as possible contract strategies, which may include approaches such as traditional FAR based contracts and Other Transaction Authority opportunities for prototype efforts. All information relative to the Industry Day will post as an update to this RFI. •5. PROPRIETARY DATA The Government may use information received from this RFI to establish future Marine Corps requirements. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Proprietary information will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act"), as implemented in the FAR. Notice The Government uses support contractor/non-Government personnel from Patricio Enterprises, Knowledge Capital Associates and GID Solutions and their subcontractors as consultants to help collect and review market information. MCSC contractually binds these companies with respect to proprietary information by organizational conflict of interest and non-disclosure clauses. Supporting contractor personnel are procurement officials within the meaning of the Office of Procurement Policy Act (41 U.S.C. 423) and as implemented in the FAR.
