Description
The Department of Veterans Affairs, Technology Acquisition Center intends to award a task order on a sole source basis to Booz Allen Hamilton, 8283 Greensboro Dr, McLean Virginia 22102 pursuant to Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(B), Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The proposed action is to conduct analysis of Privacy Threshold Analysis (PTA) and PIA submissions to ensure compliance in accordance with Section 208 of the E-Government Act of 2002, which requires all Federal agencies to conduct PIAs for all new and substantially changed IT systems that collect, maintain, or disseminate personally-identifiable information (PII) and/or protected health information (PHI). The Government also requires support to review, verify and assess each PTA and PIA submission for conformance with privacy and related regulatory requirements, as well as provide technical support to manage, administer and update the tools and databases used in the PIA review process. PIIP requires knowledgeable personnel to review, verify and assess each PTA and PIA submission for conformance with privacy and related regulatory requirements. BAH has been working on this effort since 2015 under competitively awarded Task Order and currently has the needed resource familiarity; specifically, they are readily available, technically competent, and have security-cleared staffing. The current Task Order expires on March 6, 2018 and the PIIP office will lose the needed support. A follow on competitive action is currently being worked but will not be awarded in time to avoid a break in service. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, March 9, 4:00, EST. Interest/capability statements may be sent to Asif Damji at lasif.damji@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
