Price Proposal Blank form Equipment Lists (Attachment to PWS) Solicitation W912UM18R0004 The Defense Commissary Agency (DeCA) operates 10 real property facilities on the Korean Peninsula. These facilities contain HVAC and refrigeration systems that have been installed as part of their construction (or previous repair/maintenance): Systems include HVAC, refrigerators, and freezers. The DeCA facilities' systems are, for the most part, based on United Facilities Criteria (UFC) standards and must be maintained and repaired accordingly by service personnel trained, experienced and certified in the maintenance and repair of such systems. Routine, periodic maintenance requirements for the DeCA systems include, but are not limited to inspection of all refrigeration lines, charging the refrigerant lines, and ensuring that all systems are operating at required operating temperatures]. Non-routine maintenance requirements for the DeCA HVAC systems typically include calibration of HVAC and refrigeration equipment, preventive maintenance, and temporary repairs until replacement parts can be installed. Typical DeCA HVAC and refrigeration system repairs may include replacement of HVAC or refrigeration components that are past their recommended lifespan, and may include repair by replacement of major portions of or entire facility HVAC or refrigeration systems. In many cases, HVAC and refrigeration system maintenance and repair must proceed while the DeCA facility is open and used by DeCA personnel and patrons, presenting special challenges for maintenance and repair contractors to maintain health, life and safety standards during performance of maintenance and repair work. Based on its market research, the Government anticipates the need for placing 30 unscheduled maintenance and repair calls per installation per year for DeCA HVAC and refrigeration systems on the Korean Peninsula during the next five (5) years. The total contract value is estimated at approximately $2.5 million. Failure to provide adequate maintenance for the DeCA HVAC systems will result in produce and product spoilage within DeCA facilities, affecting revenue and consumer costs. DeCA's current HVAC and refrigeration maintenance and repair contract will expire in May 2018 and must be timely replaced to ensure continuous coverage.
