Description
Design Documents PWS/Technical Specifications for HX Fix Facility Army Contracting Command - Rock Island, Installation Support Branch, Pine Bluff Arsenal is issuing this Sources Sought/Pre-Solicitation Synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement to provide all labor, equipment, and materials needed to establish an HX mixing and canister pressing facility. The applicaible North American Industry Classification System (NAICS) code assigned to this procurement is 236210, Industrial Building Construction. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Place of performance is Building 31-630 located at the Pine Bluff Arsenal, Pine Bluff, AR 71602-9500. Issuance of Solicitation and Award of a contract is subject to availability of funding. The type of contract intended is firm-fixed price. Acquisition will be a 100% small business set-aside. Small business size standard is $36.5 million. All contractors must be registered and up-to-date in the System for Award Management (SAM.gov). The work to be performed under the attached technical specification consists of facility preparation, moving, installing, and restoring to operation the government furnished equipment and furnishing all other materials, equipment, supplies, labor and transportation to complete and make fully operational the HX production process within the facility. Work required by this contract shall be performed in strict accordance with specifications and drawings. Final acceptance will be based on the systems performance after installation at PBA and shall be evaluated on the acceptance criteria hereafter referenced. Operator and maintenance training shall be provided by the contractor for this system after acceptance. This notice is also intended to solicit questions from industry to improve the technical specifications and Performance Work Statement provided. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. The following additional questions are presented to the interested parties: 1. How Many Weeks of On-Site Work Would you Expect to Need to Complete this Project? 2. If a Site Visit is Required to Bid - whould you still be interested in submitting a proposal? 3. Performance and Payment Bonds will be required. But if a Bid Bond is required, would you still be interested in submitting a proposal? 4. How many days after a Site Visit will you need to prepare and submit your proposal? Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Notice by COB (5pm CST) on Friday, 23 March 2018. All responses pursuant to this Notice should be emailed to the Contracting Officer: gareth.c.hyndman.civ@mail.mil. Interested parties may sign up on the Interested Vendors List to received automated notification from FBO when changes are made to the posting; however, contractors are responsible to monitor this website for further information concerning this procurement, or the Solicitation when issued. Award will likely be based on a Lowest Price Technically Acceptable competition. Interested parties shall submit all technical questions and comments to the Contracting Officer, by e-mail, no later than the deadline listed below. Verbal or voicemail questions will not be addressed. No feedback will be provided to any response submitted in accordance with this notice. Please reference Solicitation No. W911RP-18-T-0023 in the subject line of your e-mail. Solicitation issue date is expected to be on or after 13 April 2018, with a closing date thirty (30) days after solicitation is issued.
