- The U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Joint Project Manager Guardian Defense Biological Product Assurance Office, intends to issue a full and open competition solicitation under FAR Part 15, for the manufacture of Lateral Flow Immunoassay (LFI) strips for the detection of approximately 14 - 20 antigens (analyte specific) and positive/negative controls strips in accordance with Government specifications. The manufactured LFI strips will be utilized for assembly into end items for the Biological Defense Joint Biological Point Detection System (JBPDS) and the Joint Portal Shield (JPS) System, as well as individual Hand Held Assays (HHAs) used for domestic preparedness, Homeland Defense, counter-terrorist operations and by Other Government Agencies (OGAs). The Government does not intend to use FAR Part 12 for this acquisition. It is anticipated a firm fixed price contract (cost CLIN for Travel) shall be awarded to a single or multiple contractor (s). The contract(s) will be for one base year, and four additional option years. The Request for Proposal (RFP) is issued on 12 March 2018. The North American Industry Classification System (NAICS) code for this procurement is 334519 with a size standard of 500 employees. In accordance with DFARS 252.204-7004, Alternate A, all interested offerors shall be registered in the System for Award Management (SAM) database. A Product Demonstration Model will be one of evaluation sub-factors in the solicitation. Parties interested in submitting an offer under this solicitation will have from now until 21 March 2018 to submit a Lateral Flow Immunoassay (LFI) Product Demonstration Model (PDM) Request to Participate and Agreement. A copy of the PDM Request to Participate may be obtained by contacting the Contracting Officer at leo.j.fratis.civ@mail.mil. Responses to the LFI solicitation will be evaluated on a Best Value basis. Proposal costs shall not be reimbursed.
