- Description
- The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a noncompetitive increase in-scope for Contract No: NRC-HQ-30-17-C-0001 to Kator Parks & Weiser P LLC, 1200 18th St NW, Washington, DC 20036-2506, for Expert Legal Services. The period of performance for this requirement is 12/01/2016 through 11/30/2018. Under the authority of the Inspector General Act, 5 USC App 3, the NRC Inspector General (IG), a presidentially appointed and Senate confirmed executive, independently conducts investigations and audits of NRC programs and operations. An essential aspect of IG statutory independence is the ability to exercise independent personnel authority to effect employment actions involving NRC OIG employees, including investigative staff, with full law enforcement authority under the Homeland Security Act of 2002. The unique personnel structure and statutory independence of the OIG, requires unique and expert legal services to execute, and legally support, employment/personnel actions in short fused, high level and sensitive situations. The authority for this acquisition is FAR 13.106-1 (b), which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available.
