Small Business Set-Aside
The Bureau of Reclamation (BOR) Lower Colorado Region (LCR) has a requirement for the replacement and analysis of intake tower gate stem assemblies. The current goal is to replace one intake tower's gate stem assemblies with stainless steel assemblies and conduct both destructive and non-destructive tests on the original stems that have been removed for determination of their structural integrity. The results of destructive testing are to establish any feasibility of replacing, repairing, or keeping the remaining gate stems located at the other intake towers. This solicitation is issued as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 238290, Other Building Equipment Contractors, which has a small business size standard of $15 Million. This acquisition will be pursued in accordance with FAR Part 15 and in accordance with the source selection evaluation criteria included in the Request for Proposal (RFP). Award will be made using the tradeoff process source selection process, where it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. The Government intends to award one firm-fixed-price (FFP) contract as a result of this solicitation, with a required period of performance totaling 255 calendar days after the successful Contractor receives the notice to proceed. The magnitude of this construction project is estimated to be between $1,000,000 and $5,000,000. A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation. It is anticipated that the solicitation, in the form of an RFP, will be issued on or about March 30, 2018. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FBO.gov. Offerors should register on FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation or visit the FBO website after issuance to download the solicitation and any subsequent amendments. All parties are responsible for checking the FBO website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change.
