Description
THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ). THIS IS STRICTLY A REQUEST FOR INFORMATION (RFI). UNSOLICITED PROPOSALS OR ANY OFFERS WILL NOT BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT SHALL BE AWARDED FROM THIS RFI NOR SHALL THE GOVERNMENT REIMBURSE ANY RESPONDENT FOR ANY ASSOCIATED COSTS IN REPOSES TO THIS RFI. 1. Background: The Government is performing Market research to determine the potential market of small business entrants to potentially be added to the existing Multiple Award Task Order (MATOC) pool of Contractors for the existing Energy Savings Performance Contracts (ESPC). The objective of the Energy Savings Performance MATOC is to acquire the design, construction, and operation of energy savings projects to help meet mandated energy savings goals established in the Energy Policy Act of 1992 and its subsequent amendments. Common services provided by an energy savings contractor (ESCO) include, but are not limited to, the following: equipment/system design; equipment/system installation; equipment/system testing; operations, maintenance, and repair. ESPC project task order scopes will include energy savings project requirements that may include boiler and chiller plant improvements; building automation and energy management control systems; heating, ventilation, and air conditioning (HVAC) equipment; lighting improvements; building envelope modifications; chilled water, hot water, and steam distribution systems; electric motors and drives; refrigeration; distributed power generation systems; renewable energy systems; energy/utility distribution systems; water and sewer systems; electricity peak shaving or load shifting; and energy-related process improvements. The total programmatic capacity for the planned acquisition is $1.5B. The geographic scope of the contracted services under this acquisition will cover Government installations or facilities throughout the Continental United States (CONUS), Alaska, Hawaii, District of Columbia, Republic of the Marshall Islands, and U.S. territories and possessions and Overseas Continental United States (OCONUS) locations in Germany and Korea. 2. Draft Performance Work Statement A PDF draft of the anticipated performance work statement has been attached to this RFI for review. Please review this draft performance of work statement as it provides a description of the types of work to be issued under the competed task orders. 4. Submission Requirements: Interested small business firms should submit a document describing the relevant demonstrated experience and qualifications via email no later than the closing date of this RFI, 3:00 PM CST on 16 March 2018. Submissions shall include: -Name of Company -Company point of contact, to include name, title, phone number, and email address -Company Cage Code -Not to exceed FOUR (4) pages - Reference this RFI number in the submission -Company line card if available -Confirm small business type -Responses to the RFI questionnaire below 5. RFI Questionnaire Question 1: Based upon your company's experience, please answer the following: A: Describe the type of ESPC contract experience does your firm has? B: What ESMs has your firm implemented? C: What are your firm's internal capabilities with respect to designing a comprehensive, long term energy savings plan for a client? Question 2: Has your company performed ESPC work for any other government agency (state or federal)? If so, please briefly describe the work performed. Question 3: Is your firm a small business? If so what type (woman owned, HUBZone, 8a, Service Disabled Veteran Owned)? Question 4: Has your firm ever secured third-party financing for an ESPC project? If so, when and with whom was the financing secured with? ANNOUNCEMENT INFORMATION: The purpose of this announcement is to invite businesses to a Virtual Industry Day event that will allow the Government to provide valuable information to industry regarding the acquisition, answer questions concerning the requirement, gather information to support the acquisition approach, and receive buy-in from industry. The agenda will consist of an overview of the scope of work, planned acquisition strategy, tips and best practices for small businesses, and a Question and Answer (Q&A) session. Date and Time: 14 March 2018, 2:00 - 4:00 p.m. Central Time Location: The Virtual Industry Day will be held at www.webmeeting.att.com Attachment: The draft Performance Work Statement (PWS) is attached THIS NOTICE IS ISSUED SOLELY FOR INFORMATIONAL AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. II.
