Description
Sources Sought Synopsis The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 17 is issuing a sources sought notice as a means of conducting market research to identify parties having the experience, interest and resources to support a requirement for VISN-Wide Home Oxygen Delivery Services. Some of the responsibilities include the delivery and set up of VA owned home oxygen and ventilator equipment, rental of B, D, E, H, K or M Cylinder and liquid systems, and individual supplies to include all required tubing and FireSafe /FailSafe devices for the home oxygen patients of VISN 17. The results of this market research will help in determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621610 with a $15 million small business size standard. Interested parties must be registered in the System for Award Management (SAM) system. There is no solicitation at this time. This sources sought notice is for information and planning purposes only. This inquiry for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked proprietary will be handled accordingly. Please be advised that all submissions become Department of Veterans Affairs property and will not be returned. If your organization has the capacity to perform these services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; 2) brief capability statements addressing the particulars of this effort to include past experience with Home Oxygen Delivery Services if applicable, with appropriate documentation supporting claims of organizational and staff capability; 3) indicate if your company can service all locations. If significant subcontracting or teaming is anticipated to meet technical capability, organizations should briefly address the administrative and management structure of such arrangements. Based on the responses to this sources sought notice/market research, the requirement may be set-aside for small businesses or procured through full and open competition. The government intends to award one contract. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Interested parties are reminded that if this requirement is set-aside for small businesses, the Limitation on Subcontracting clause will require at least 50 percent of the cost of contract performance incurred for personnel to be expended for employees of the concern. Parties will be required to sign and acknowledge this requirement. Submission Instructions: Interested parties who consider themselves qualified to perform the above listed services are invited to submit a response to this Sources Sought Notice by March 26, 2018 at 12:00 P.M.
