USACE EUROPE DISTRICT SOURCES SOUGHT ANNOUNCEMENT W912GB-18-R-0023 SINGLE AWARD TASK ORDER (SATOC) INDEFINITE-DELIVERY INDEFINITE-QUANTITY (IDIQ) JOB ORDER CONTRACT (JOC) for ITALY This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 236220 Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: Italy 4. ANTICIPATED PROJECT TITLE: Fiscal Year 2018 USAG ITALY JOC 5. ACQUISITION INFORMATION: USACE Europe District anticipates soliciting and awarding a Firm Fixed Price (FFP) Indefinite-Delivery, Indefinite Quantity (IDIQ) Single-Award Task Order Contract (SATOC) for projects within Italy under solicitation number W912GB-18-R-0023. The geographical area covered by this contract is primarily Vicenza, with some work in Livorno and Aviano, and a possibility of minimal work at other US facilities located throughout Italy. The Government reserves the right to issue additional solicitations and award additional contracts within the region covered by this solicitation. Estimated Value of the Contract: The estimated contract value is not to exceed $49,990,000.00. Performance Period: The anticipated contract durations are a base period comprised of 3 years and two 1-year option periods, for an overall possible period of performance of 5 years. The contract may expire after three years or when capacity is reached, whichever comes first. Small and Small Disadvantaged Business requirements are waived for this project due to its location in Europe. 6. PROJECT DESCRIPTION: USACE Europe District intends to issue a solicitation to provide a contract vehicle for real property repair, maintenance, environmental work, asbestos abatement, force protection work, and construction services in the areas identified below. The task orders will primarily address general building renovation, road and pavement repair, and general environmental work. This work includes, but is not limited to, incidental new minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, force protection, and environmental remedial work. As the work will be performed outside of the continental U.S. no set asides or socioeconomic preference of any sort will be granted. Security Requirements: There may Security Requirements for base access associated with this procurement. NATO Technical Standards: Interested firms may be required to demonstrate knowledge of NATO Technical Standards and International Competitive Bidding procedures. 7. SOURCES SOUGHT: The purpose of this source sought is to gain knowledge of interest, capabilities and qualifications of various members of industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. 8. SOLICITATION: The Government anticipates the issuance of a solicitation in April 2018. Firms are invited to register electronically at www.fbo.gov to access a copy of the solicitation, if it is issued. 9. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 10. SUBMISSIONS: Only attach Microsoft Word/Excel compatible files or Adobe Acrobat PDF files in electronic correspondence of no more than 10 pages. USACE Europe District will not acknowledge receipt of responses to this Sources Sought. An Offeror's response to this shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 10 page limitation): • Offeror's Name, address(es), English speaking point of contact, phone number and e-mail address • Offeror's interest in proposing on the solicitation when it is issued • Offeror's Cage Code and DUNS number. o Firm's capability to perform contract(s) of this magnitude, complexity and experience managing multiple projects simultaneously, include: o Firm's capability to execute comparable work performed within the past 5 years o Brief description of the project o Customer name o Timeliness of performance o Customer satisfaction o Dollar value of the project • Firm's Joint Venture information or Teaming Arrangements o Include Cage Code or System for Award Management (SAM) information/registration, if available The anticipated task order limitations for the planned solicitation are between $2,500.00 & $1,500,000.00. The Government reserves the right to change anticipated task order limits. 11. RESPONSES DUE: All interested contractors should submit responses via email by 14:00 hours Central European Summer Time (CEST) on Tuesday 27 March 2018.
