- This Combined Synopsis/Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) Water Mission Area (WMA), National Water Quality Laboratory (NWQL), located on the Denver Federal Center, Lakewood, CO 80225 has a requirement for maintenance services for their Gas Chromatograph and High Performance Liquid Chromatograph with attached Mass Spectrometers (GC, GCMS and LC-QQQ) in accordance with the work statement as posted at the FedConnect website. A copy of this combined synopsis/solicitation and any amendments may be accessed at FedConnect, www.fedconnect.net. The solicitation reference number is 140G0218Q0011 and is being issued as a Request for Proposal (RFP). The policies contained in FAR Part 13 Simplified Acquisition, including Part 13.5; in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, as appropriate, shall be used for this acquisition. This is a 100% Small Business Set-aside. The associated NAICS code is 811219 Other Electronic and Precision Equipment Repair and Maintenance. The small business size standard is $20.5M. All requirements for preparation, submission, and receipt of proposals contained in the solicitation shall be adhered to. Site Visit. Tuesday, March 20, 2018 at 1030 Local MT at the National Water Quality Laboratory, Building 95, Denver Federal Center, Lakewood, CO 80225-0046. Firms interested in attending the tour shall email the Site Visit POC, Linda Oasheim, at loasheim@usgs.gov and copy the Contracting Officer, Don Downey, at ddowney@usgs.gov by 1200 noon Local Time of the workday prior to the site visit with the following information: Visitor(s) Name(s); Visitor(s) Email Address(es); Visitor(s) Phone Number(s); Firm Name; Firm Address; Firm Phone; and Firm Website. All personnel entering the Denver Federal Center shall possess a valid government- issued picture identification card, such as a state issued driver ¿s license. All personnel entering the Denver Federal Center shall abide by all Federal laws and regulations aboard the DFC; to include the possession of Federally controlled substances. No additional, subsequent site visits can be arranged. AWARD BASED ON BEST VALUE (TRADE-OFF). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following non-price/cost factors shall be used to evaluate offers: Factor (A) Experience; Factor (B) Technical Capabilities; and Factor (C) Past Performance (quality and business relations) Factor A is of greater importance than Factor B. Factor B is of greater importance than factor C. The non-price factors, when combined, are of greater importance when compared to price. Offers that do not include support documents in accordance with FAR CLAUSE 52.212-2 Evaluation-Commercial Items (OCT 2014) of the FedConnect posted opportunity may be considered ¿non-responsive ¿.
