Sources Sought Synopsis with Contractor Capability Survey SOURCES SOUGHT SYNOPSIS Rigging Kit ACFT (Rigging Kit, Cable-Rudder Mech Cntl, C-17 (NSN: 4920-01-373-2768) CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Rigging Kit ACFT (Rigging Equip, Cable-Rudder Mech Cntl, C-17)for use by United States Air Force (USAF) personnel. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess the production data/repair data, expertise, capabilities, and experience to meet qualification requirements for the production/repair of Rigging Kit ACFT (Rigging Equip, Cable-Rudder Mech Cntl, C-17) NSN: 4920-01-373-2768 for USAF personnel. This is a build to print acquisition. Our acquisition strategy is a 4-year contract (basic plus three option years) and will continue through FY22, the requirement will also require a first article, first article test plan, and first article test report. The projected quantities will be a basic quantity of 5 with three option perionds of 2 ea. THE C-17 RUDDER MECHANICAL CONTROLS CABLE RIGGING EQUIPMENT, P/N 17G140185-1 IS RECOMMENDED. THE NEWLY DEVELOPED CFE RIGGING EQUIPMENT CONSISTS OF TWO STAINLESS STEEL RIG PIN ASSEMBLIES. EACH RIG PIN ASSEMBLY CONSISTS OF THE PIN, A "REMOVE BEFORE FLIGHT" STREAMER, AND A SAFETY PIN USED TO SECURE THE RIG PIN IN POSITION. THE RIG PINS HAVE AN ELECTRO-ETCHED IDENTIFICATION NUMBER WHICH INDICATES THE DIAMETER (IN 16THS) AND THE OVERALL LENGTH (IN INCHES). THE RIG PINS WILL BE MARKED 5-12 INDICATING A 5/16 INCH DIAMETER PIN WITH A LENGTH OF 12.0 INCHES. THE OVERALL LENGTH OF THE RIGGING PIN IS •0.6 INCH LONGER THAN ITS GRIP LENGTH (LENGTH = GRIP LENGTH+ 0.6 INCHES) THE MAXIMUM DIAMETER OF EACH RIGGING PIN SHALL ENABLE A SLIP FIT INSTALLATION INTO THE.320/.316 DIA HOLES PROVIDED IN THE AIRCRAFT. THE RIG PINS ARE CONTAINED IN A METAL CARRYING CASE. DUPLICATES OF THESE RIGGING PINS ARE USED ON THE PRODUCTION LINE OF THE C-17 AIRCRAFT. The Rigging Kit ACFT (Rigging Equip, Cable-Rudder Mech Cntl, C-17) should be fabricated IAW with attached drawings. A drawing package is available will be included at the time of solicitation. Multiple Sources Sought Synopsis are being posted to FBO for other NSNs for C-17 Support Equipment. Results from these sources sought synopsis may be used to combine similar requirements in an attempt to leverage economy of scale.
