- SOURCES SOUGHT ONLY ANNOUNCEMENT TO REQUEST INFORMATION ONLY: The USDA-Forest Service desires to award two (2) separate, single award, Indefinite Delivery/Indefinite Quantity (ID/IQ) construction contracts with two 8(a) firms. One contract (East) will support construction projects in Georgia, South Carolina, North Carolina, and Virginia. A separate contract (West) will support construction projects in Texas, Nebraska, Arkansas, Louisiana, Mississippi, and Alabama. We encourage all eligible 8(a) firms to identify their capabilities in meeting the requirements at a fair market price. The general scope of the requirements will be conducting construction, repair and renovation of facilities and associated infrastructure, including historic structures. Occasionally, the contractor will be required to perform multiple task orders at one time, Work shall be performed in the construction category which may include, but is not limited to, maintenance, repair, painting, alteration, architectural, mechanical, electrical, plumbing, heating/air conditioning, civil, earthwork, fencing, structural, steel fabrication and or welding, roofing, building renovations, building construction, demolition and construction and renovation projects to improve the energy efficiency and overall environmental sustainability of Southern Research Station facilities.. Work to be performed may include any of the disciplines listed in North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction with a size standard of $36.5 million. Contractors will be expected to accomplish a wide variety of construction projects. Specific projects will be defined in each of the subsequently issued task orders and will vary in size, scope and complexity. Under the task orders, the contractor will be required to furnish all management, labor, equipment and/or materials necessary for the performance of construction, demolition, modification, repair and/or rehabilitation of facilities. Projects issued as Task Orders under these contracts will primarily include a broad range of maintenance, repairs, and minor construction valued between $2.5K and $250K. Occasional projects exceeding $250K may also be executed under these contracts. There is an estimated acquisition value NTE $2.5M over a five (5) year period, for each IDIQ contract (East and West). Each contractor must be capable of managing up to five (5) projects simultaneously, across multiple states in each of the respective Areas of Responsibility (East or West). Contractors must be able to secure $1M in available bonding capacity. Interested sources should submit responses by email to kfriot@fs.fed.us Responses must be received not later than 6 April 2018. Specify interest/capability/cost effectiveness to support either the East or West, or both IDIQ contracts 4 Average annual revenues over each of the previous 3 years 5. # of current employees represented in each trade discipline (not subcontractors or 1099 personnel) 6. Project manager personnel qualifications 7. In-house A&E and professional engineer capabilities 8. Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) 9. Brief description (single paragraph) of up to ten (10) similar projects completed by your company as a prime contractor within the past five (5) years, including as much of the following information as possible: (a) total dollar value of the contract; (b) brief description of the technical requirements of the project; (c) a description of the work that was performed and whether it was totally self-performed or what portions were subcontracted ; (d) performance period; e) name, position, phone number, and e-mail for a customer representative: Experience should be demonstrated in the following areas: a) Repair, replacement and maintenance of commercial-grade mechanical, electrical, and plumbing systems b) Paving repair and replacement (concrete and asphalt) c) Interior remodeling work including rough and finish carpentry, painting, floor and wall covering. d) Correction of site drainage problems e) Repair or mitigation of structural problems f) Exterior remodeling work, including rough and finish carpentry, painting, repair or replacement of roofing, siding, windows, doors or other miscellaneous architectural elements. g) Managing numerous repair and renovation task orders at the same time requiring construction scheduling, cost estimating, quality control, and coordination of subcontractors in a wide variety of construction trades.
