Evaluation Factors PWS Solicitation Number: W912K6-18-Q-0038 Classification Code: G003 -- Recreational Services Set Aside: Small Business NAICS Code: 72- Accommodation and Food Services/ 721214 Recreational and Vacation Camps (except Campgrounds) Quote Due: 13 April 2018 at 10:00 AM ET via email To ng.md.mdarng.list.uspfo-arpc@mail.mil Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation, W912K6-18-Q-0038, is being issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96. The NAICS code is 721214 Recreational camps with accommodation facilities, small business size standards is $7.5 Million USD. Background: The Maryland National Guard has provided Child and Youth camps for the past 11 years as part of Army National Guard (ARNG) Child and Youth Services (CYS) Program that provides sustained outreach to Soldiers and Families in support of child and youth needs throughout the Enhanced Readiness Posture (ARNG 4.0) to better prepare the Family for the Soldier absences and ensures the Soldier can concentrate on his/her mission while deployed or otherwise apart from the family in a federal duty status. These camps offer the only venue provided by the MDARNG to provide military-child environment to provide support to Child and Youth designed to lessen the impact of the ongoing deployment and high OPTEMPO of the MDARNG. REQUIREMENTS: Program Management - The contractor shall provide services to facilitate the accomplishment of all tasks outlined in the attached Performance Work Statement (PWS). The Maryland Army National Guard (MDARNG) has a requirement for the following line items: Homefront ChalleNGe Camp- MDARNG Youth Camp 01 Over Night Stay 35 PAX 1 EA $ ____________ 02 Meals June 18-22 2018 1 EA $ ____________ 03 Meeting Room/Activities June 18-21 2018 1 EA $ ____________ Teen Adventure Camp 04 Over Night Stay 24 PAX 1 EA $ ____________ 05 Meals July 23-27 2018 1 EA $ ____________ 06 Meeting Room/Activities July 23-26 2018 1 EA $ ____________ CONTRACT TYPE AND EVALUATION CRITERIA: The contract type for this procurement will be a firm-fixed price. The award will be made based of best value under FAR Part 13.106. The Government, with evaluation based on, FIRST - ability of the contractor to meet the all of the requirements outlined in the SOW. SECOND - past performance history. THIRD - price. Maryland National Guard reserves the right to award to other than the lowest price if the lowest quote submitted does not meet all of the required specifications and does not provide the best value to the government. The MDARNG intends to award a "single" firm fixed price contract. Partial quotations will not be considered. NOTES: Interested offerors must be registered in SAM. Award will be made on the basis of lowest-price technically acceptable. Provision for Evaluation: Award will be made to the responsible contractor (See FAR Part 9) whose quote represents the lowest overall price while meeting the technical requirements of the RFQ and the Maryland Army National Guard. In accordance with FAR Subpart 13.106-1, the Government will consider the following for award in no particular order: Lowest Priced, Technically Acceptable. The Government intends to evaluate quotes and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)).
