NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE CONTRACT-- THIS IS NOT A REQUEST FOR QUOTE Project Title: CONUS/OCONUS A-29 Pilot and Maintenance Training Support The Air Force Installation Contracting Agency (AFICA) - 338 Specialized Contracting Squadron (SCONS), JBSA-Randolph, Texas 78150-4302, intends to award a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to Sierra Nevada Corporation (SNC) (Cage Code: 8X691) under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements. North American Industry Classification System Code (NAICS) 611512 (Flight Training) with a size standard of $27.5M is determined to be the most appropriate for this acquisition. The anticipated ordering period will be 1 Jan 2019 - 31 Dec 2023 (5 years) and it is expected that CONUS training will take place at Moody AFB, Georgia, thru CY 2020 and OCONUS training will take place in Afghanistan thru CY 2023. The anticipated sole source award to SNC (Cage Code: 8X691) will provide A-29 aircraft pilot and maintenance training to United States Government (USG) personnel and Afghanistan Air Force (AAF) personnel in support of Afghanistan's Light Air Support mission. Embraer Defense Security Incorporation (EDSI) is the A-29 aircraft original equipment manufacturer (OEM) and has entered into an exclusive agreement with SNC to fulfill USG contract obligations for A-29 support services, to include training, for all USG Sales in support of the A-29 aircraft in which SNC is the prime contractor. SNC and EDSI are the only contractors in possession of the technical expertise, documentation and detailed knowledge of the A-29 aircraft (i.e., operations, design, facilities and tooling, configuration, manufacturing processes, and maintenance support procedures) to successfully provide the required training support. Under the contemplated contract, SNC will provide A-29 pilot and maintenance training at CONUS and OCONUS locations. SNC is the incumbent contractor currently providing A-29 training support to the AAF and their continued role as training provider will ensure there will be no reduction in the level of standardization of training or operations. This contract will provide pilot initial qualification training (IQT), mission qualification training (MQT) and instructor pilot (IP) qualification training, as well as 1, 2, and 3 level maintenance qualification training for AAF and USG personnel. This notice of intent is NOT a request for competitive proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the government. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the government, would not be cost or time prohibitive, and shall also include the following: a. Description that the interested party can provide and/or possesses the rights to the required technical data to provide A-29 pilot and maintenance training and has an established partnership agreement with EDSI. b. Description of what services the interested party would perform and what services would need to be subcontracted. c. Business size of interested party: Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 611512. To be considered by the government, interested parties must deliver their intent and capabilities to satisfy the government's requirement via email to the Point of Contacts identified below no later than 12:00 PM, Central Daylight Time (CDT) on 5 Apr 2018.
