- Non Disclosure Form (DHS Form 11000-6 (08-04) The solicitation files are attached. In order to view the solicitation files, contractors must request explicit access through the Federal Business Opportunities website at https://www.fbo.gov/. By requesting explicit access, contractors are consenting to the terms of DHS Form 11000-6 (09-04), "Non-Disclosure Agreement", attached hereto. Any questions regarding requests for explicit access should be addressed to the fbo.gov federal service help desk. A pre-proposal conference will be held on Friday, March 22, 2018 at 11:00 am ET at 701 Market Street, Suite 3200, Philadelphia, PA. If interested in attending, please contact Brian Connolly via email at brian.j.connolly@hq.dhs.gov. Your request should include: name of company and names of attendees. The US Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services in various locations throughout the state of Kentucky. The armed PSOs will protect federal personnel and property at federally owned and leased buildings. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period with four one-year option periods and an optional 6 month extension. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This acquisition is being solicited under a small business set-aside. Resultant task orders under this contract will be firm fixed price. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The estimated PSO basic service hours for various locations throughout the state of Kentucky are 1,053,250 hours for a 66 month period. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $20.5 million. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. A Top Secret Clearance is required prior to the date and time established for PSO's to begin standing posts.
