- This is a notice of intent to increase the ceiling of Contract N66001-15-C-4065 to Stealth Software Technologies, Inc. (Stealth Software), awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency Information Innovation Office (DARPA I2O) on 6 August 2015 for a 54-month period of performance. The effort under the contract supports the DARPA I2O Brandeis program and proposes to develop scalable and efficient privacy-preserving computation techniques and technologies. The focus of Stealth Softwares efforts to date has been in building a secure and private data repository allowing secure, privacy-preserving computation on encrypted data using Distributed Point Functions/Function Secret Sharing and Secure Multiparty Computation. Stealth Software proposes using their cryptographic expertise to develop a secure method of viewing private information through commodity computer screens and glasses. This added effort will aid in the development and transition by demonstrating the efficiency and scalability of Stealth Softwares privacy-preserving computation technologies on realistic dataset and in realistic application environments. It will allow for the research and engineering of more effective methods of computation on privacy-sensitive information for secure transmission of private information between a computer and a human end-user. The NAICS code for this procurement is 541715- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA could not have reasonably estimated the results of the research from this program and/or the need for additional research under this program. This action includes a ceiling increase of approximately $342,904. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contracting Officer, Mrs. Lynn Biedermann, Code 22530, SPAWAR Systems Center Pacific, who may be reached by telephone at (619) 553-4479 or via email to lynn.biedermann@navy.mil. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
