- Single Source Notice The United States Air Force Academy, Colorado Springs, CO intends to negotiate/award a sole-source contract with the JEOL USA, Inc., 11 Dearborn Road, Peabody, MA 01960-3862. The requirement is for maintenance a JEOL scanning election microscope and attachments. JEOL will adequately service all aspects of this equipment to include its timely repair or component replacement. The NAICS code is 334516. The microscope and components are proprietary equipment. JEOL manufactures the microscope and is therefore the single source authorized to service the equipment. A memo from JEOL USA, Inc., dated 12 Dec 17, states JEOL "is the sole factory authorized provider of service and sales in the United States." Despite best efforts, competition could not be found. A search of Ability One and UNICOR was conducted, yielding zero results. The AFICA Strategic Source Launch Pad contained zero applicable existing vehicles. A Sources Sought (FA700018T0024) was posted at FBO.gov on 16 Jan 18 with no responses. Addtionally, a market research RFQ (#1262920) was posted on GSA E-Buy on 30 Jan 18 with no responses. The authority for this non-competitive award is FAR 13.106-1(b)(1), only one responsible source. The Government intends to procure this single source requirement using Simplified Acquisition Procedures in FAR Part 13 and commercial procedures in FAR Part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a public solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Written responses must be received by 29 March 2018 at 03:00 p.m. MST. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
