- NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Quotes shall be fully executed and returned on the Standard Form (SF) 18 and any acknowledgements of solicitation amendments on the SF 30. 2. Submit quotations to the office specified in this solicitation on or before the time specified in the solicitation. Email to raynier.camerino@noaa.gov. 3. The contractor shall provide the following information with their quote submission: a) Point of contact name, telephone and E-mail address. b) DUNS Number 4. Provide all evaluation criteria in accordance with 52.212-2 in this package. The commissioning of a Pinniped-Fishery Interaction Task Force (Task Force) is required by the Marine Mammal Protection Act (MMPA) as part of the process when considering a state government's request to lethally remove those pinnipeds that are having a significant negative impact on at-risk populations of salmon and steelhead. The State of Oregon has declared that pinnipeds in the vicinity of Willamette Falls, Oregon are having a significant negative impact on at-risk populations of salmon and steelhead. NOAA's National Marine Fisheries Service (NMFS) requires a professional, impartial facilitation team to help manage the Task Force due to the controversial nature of the discussions. The Act requires that the Task Force be convened to review the state's application, review the public comments on the state's application, and to provide NMFS with a recommendation to either approve or deny the state's request. NMFS is preparing to convene the Task Force in 2018 to evaluate the state's request, and expects these session meetings to be limited to no more than three days and to be held off-site. NMFS' West coast Regional Office (WCR) is seeking to award a firm-fixed price, non-severable purchase order to convene a Task Force to evaluate the state of Oregon's 2017 MMPA Section 120 application to remove predatory pinnipeds that prey on Endangered Species Act-listed salmonids in the vicinity of Willamette Falls. Oversee Public Meetings and Deliberations of the Willamette Falls Pinniped-Fishery Interaction Task Force, and provide NMFS with a Task Force report and Task Force recommendations.
