- Pursuant to the CIO/G6 Memorandum use of the Next Generation Wireless (NGW) Blanket Purchase Agreements (BPA) and WEM portal are mandatory sources for the procurement of handheld wireless devices and services. These items are Commercial-Off-the-Shelf (COTS) in accordance with the definition of commercial items in Federal Acquisition Regulation (FAR) 2.101. Award of the Firm Fixed Price (FFP) call order was made to the Lowest Priced Technically Acceptable (LPTA) offer, including all option periods. This requirement will be filled through the use of NETCOM Wireless BPA's. ****BPA Link**** https://www.us.army.mil/suite/page/606723 The base Call Order included the requirement for handheld wireless devices domestic voice and data plans and global voice and data plans for the wireless devices for a period of performance of twelve (12) months from 19 March 2018 through 18 March 2019. Option Period one (1) is for the continued delivery of domestic voice and data plans and global voice and data plans only and was awarded on a FFP basis. The period of performance for Option Period one (1) is from 19 March 2019 through 18 March 2020. The option price was evaluated at the time of award and was determined to be fair and reasonable in accordance with FAR 15.402(a). The NACIS code for this requirement is 517312 with a size standard of 1,500 employees. This notice of award is NOT a request for competitive quotations and is NOT a request for competitive proposals. The Government will not be responsible for any cost associated with response.
