Description
Notice of Intent to Award Sole Source Procurement TITLE: European Deterrence Initiative (EDI) targetry systems acquisition effort in support of U.S. Army Europe (USAREUR) Notice of Intent to Award Sole Source Procurement: Market Research is being conducted to verify that no other sources can meet the requirement to manufacture Stationary Infantry Targets (SITs), Stationary Armor Targets (SATs), Moving Armor Targets (MATs) and Range Control Systems (RCSs) that are interchangeable and interoperable with Theissen Training Systems' targetry system assets previously purchased for the European Reassurance Initiative (ERI) (now known as EDI). The targets procured under the ERI effort did not utilize the Future Army System of Integrated Target (FASIT) standards or performance specification. BRIEF DESCRIPTION: USAREUR has an ongoing requirement to support the EDI through the building of ranges and range support facilities to support live fire training in the following Atlantic Resolve (AR) countries: Estonia, Latvia, Lithuania, Poland, Bulgaria, Romania and Hungary. USAREUR presently has an integrated team of experts working in concert with each host nation on 34 ranges throughout the seven countries. These ranges are in various stages of development, ranging from fully constructed with targetry in place to ranges in the design phase of development. Once ranges are fully developed, deployable target system assets are deployed based on the training events and emplaced to enable live-fire training by US as well as NATO and host nation forces. Deployable targetry assets were originally procured in support of ERI for the first three countries, Estonia, Latvia and Lithuania. A change in mission led to a reduction in requirements allowing USAREUR to cross-level targetry system assets to meet the needs of the second set of countries: Poland, Bulgaria and Romania. USAREUR is utilizing a cross-leveling strategy to support all countries within the AR EDI program. This strategy relies on all targetry within the AR EDI program to be interoperable and interchangeable. The targetry requirement has increased due to another change in the mission with the addition of Hungary into the EDI program. The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE), Product Director for Digitized Training (PD DT) has a requirement to provide additional deployable targetry systems assets. This effort will be comprised of: •· Purchasing new SITs •· Purchasing new SATs •· Purchasing new MATs •· Purchasing new RCSs •· Purchasing new ancillary devices to support range operations ACQUISITION APPROACH: The Government intends to award a sole source contract to Theissen Training Systems (TTS). This contract will be issued on a sole source basis in accordance with Federal Acquisition Regulation (FAR) subpart 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The Government's position is that the additional deployable targetry assets to support Hungary must be interoperable and interchangeable with targetry previously purchased for ERI/EDI countries. TTS being the Original Equipment Manufacturer (OEM) of the targetry systems used in the EDI program any other contractor awarded this effort would be required to utilize TTS as a subcontractor due to the proprietary nature of targetry systems not using the FASIT standard or performance specification. Utilizing a prime contractor other than the OEM would result in avoidable cost increases which would include a completely separate integrated product support plan and the end to USAREUR's cross-leveling strategy to support all EDI countries. Duplication of cost to the Government is not expected to be recovered through competition. ESTIMATED DOLLAR VALUE : <$5M. RESPONSES REQUESTED : The purpose of this request is to provide notice to Industry. It is provided to verify that no other sources can meet this requirement. In accordance with FAR 5.207(c)(16)(ii), "all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency". You may also submit a capability statement for the Government's consideration. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. All responses shall be sent via email to Contract Specialist Jonathan Brown at jonathan.l.brown88.civ@mail.mil no later than 4:00 PM Eastern Daylight Time (EDT) on April 4, 2018. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure the subject products. No funds are available to pay for preparation of responses to this notification. The Government will use any information received by the closing date of this notice to determine whether other sources are available and capable to satisfy this requirement.
