- Department of Veterans Affairs, Network Contracting Office (NCO7), Augusta, GA., intends to award a sole source firm fixed priced contract to Congaree Group of Columbia, LLC., 1422 Laurel St., Columbia, SC, 29201, to provide Valet Parking Services for the Charlie Norwood VA Medical Center, Augusta GA 30904. Period of Performance is 1 April 2018 30 September 2018 and one-option year. This is a non-competitive requirement which will be awarded to, Congaree Group of Columbia, LLC, a service disabled veteran-owned small business. The requirement is being procured under the authority of FAR Part 6.302-5 Authorized or required by statute. The Veterans First Contracting Program under Public Law, P.L. 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006. This law directs the Secretary of Veterans Affairs to give priority to a small business concern owned and controlled by veterans, if such business concern also meets the requirements of that contracting preference. 38 U.S.C 8128(a), and VAAR 819.7007 and VAAR 819.7008. A determination that only one SDVOSB can meet the requirement is not required; however, in accordance with FAR 6.302-5(c)(2)(ii), contracts awarded using this authority shall be supported by a written justification and approval described in FAR 6.303 and 6.304, as applicable. The NAICS code 812930, size standard of $38.5 employees. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Interested parties may identify their interest and capability to respond to this requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Any responses received will only be considered for future purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government.
