Description
NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with SeaGIS Pty. Ltd.; PO Box 1085, Bacchus Marsh VIC, 3340, Australia, using the procedures in FAR Part 13, to provide measurement and analysis software, called EventMeasure. The SeaGIS software is to be used at the NOAA Fisheries, Mississippi Laboratories (MS Labs) in Pascagoula, MS. MS Labs have used VMS Software to make non-contact estimates of fish lengths since 2008. The stereo measurement functionality of VMS is no longer being updated, soon resulting in non-compatibility with computer operation systems used by NOAA. MS Labs personnel have known the developer of VMS for many years and he has recommended a transition to SeaGIS software. Use of a temporary demonstration license provided by SeaGIS for the requested software showed that it meets the needs of MS Labs better than the software currently used and labor required to perform camera calibration would be significantly decreased in comparison to the current method. The proposed software package produced by, and only available from, SeaGIS Pty. Ltd., consists of a module called EventMeasure (Stereo) used for event logging, length measurement, and statistical analysis. SeaGIS Software is only licensed and sold directly from SeaGIS Pty. Ltd. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541511 with a business size standard of $27.5M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00 AM, March 16, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required supplies. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
