- Justification for Other Than Full and Open Competition FEDBIZOPPS NOTICE OF INTENT FOR SOLE SOURCE: This requirement is conducted under the Federal Acquisition Regulation(FAR) 13.106-1(b). This is a notice of intent to negotiate on a sole source basis and is not a request for competitive proposals. The National Institute of Standards and Technology (NIST), Acquisition Management Office, Boulder, Colorado received a Sole Source justification to acquire services related to Optical Two-Way Time Frequency Transfer from Consultation OctoSig, 208-3035 rue des Chatelets, Quebec, QC, Canada, G1V 3Y7. The North American Industrial Classification System (NAICS) number is 541511, Custom Computer Programming Services with a business size standard of $ 27.5 million. a.Only one responsible source and no other item will satisfy the NIST requirement. b.Consultation OctoSig is the only approved source for these services. There is no other vendor that can meet the NIST requirements. c.This request is issued for the NIST Physical Measurement Laboratory (PML). Consultation OctoSig is the only known source that meets the NIST requirements. d.Contract period of performance is 12 months after receipt of order (ARO). This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required services as described in the attached performance work statement(PWS) may provide evidence for consideration. Evidence must support the offeror's claim they can provide this service. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 11:59 am Mountain Standard Time (MST) on 19 March 2018. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. Responses are required to be sent email to susan.mckean@nist.gov. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) http://www.sam.gov The Government intends to award a Firm Fixed Price contract processed IAW FAR 12 and 13. The closing date of this synopsis is 11:59 am, Mountain Standard Time (MST) on 19 March 2018.
