- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis (for a Base and Three Option Year Contract) with SCALGO Aps, Aabogade 40D, Aarhus N, 8200 Denmark, using the procedures in FAR Part 13, and in reference to 41.U.S.C. 253(c)(1), to provide SCALGO Nautical Software and Maintenance for use by the National Ocean Services (NOS), Office of Coast Survey (OCS) in production of NOAA nautical charts and the collection of nautical data information. The SCALGO (Scalable Algorithmics) Nautical software processes large and detailed bathymetric data into contours and sounding that are cartographically acceptable for the nautical chart domain. The software uses a simplification 2D versus 3D process that removes details unimportant for navigational overview while at the same time guaranteeing certain properties that are critical for chart correctness and navigational safety. SCALGO Nautical is unique in that it does not simplify the bathymetric surface but instead simplifies the contours and soundings directly, i.e. the algorithms modify the chart directly instead of indirectly via the surface. This allows for input parameters and output quality guarantees that are directly related to what the cartographers sees on the map, e.g. minimum distance between contours or minimum size of contours. This integrated suite of programs in hydrography and cartography helps protect life and property, supports economic growth and development, and protects the environment, in addition to the overall mission of promoting safe navigation. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 511210, Software Publishers, with a business size standard of $38.5 Million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00am, March 28, 2018. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
