Description
Notice of Intent NAICS Code: 541620 Environmental Consulting Services. The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract, EP-D-12-044, as described below. The US Environmental Protection Agency's (EPA) Office of Air Quality Planning and Standards (OAQPS) has a requirement for Emissions, Air Quality, and Meteorological Modeling. This requirement is currently performed under Contract EP-D-12-044. This contract provides technical work products to the U.S. Environmental Protection Agency (EPA). Support provided in accordance with the subject Statement of Work (SOW) will facilitate the application, development, and modification of emission inventories and emissions control information; the development and modification of emission modeling tools and other emissions related tasks; the development and processing of inputs to air quality and meteorological models; the evaluation of air quality and meteorological models and their associated preprocessors; and the analyses of modeled and ambient air quality, deposition, and meteorological data. The SOW for this requirement includes six primary tasks: Task 1 - Analysis of Emissions, Meteorological, Ambient, and Air Quality Modeling Data; Task 2 - Emission Inventory Modeling; Task 3 - Air Quality and Meteorological Modeling; Task 4 - Emission Inventory, Meteorological, and Air Quality Modeling Tool Development; Task 5 - Development of Data in Support of Emissions Modeling Tools; and Task 6 - Documentation and Technology Transfer Activities. The incumbent Contractor provides scientific, software, engineering, and analysis support for emissions modeling, air quality modeling and meteorological modeling needs for a variety of pollutants, including, but not limited to, volatile organic compounds (VOCs), oxides of nitrogen (NOx), carbon monoxide (CO), particulate matter (PM10, PM2.5), PM2.5 component species, ozone, ammonia (NH3), sulfur dioxide (SO2), Lead (Pb), gases contributing to climate change, mercury (Hg), and other air toxics. The current contract, EP-D-12-044, period of performance was extended for six months from September 30, 2017 to March 31, 2018 via Far Clause 52.217-8-Option to Extend Services. The Government intends to compete, negotiate, and award a follow on contract for a one-year base period and four one-year option periods in accordance with the Federal Acquisitions Regulation (FAR). However, due to delays in the acquisition process, the contract for follow on services will not be awarded prior to the current expiration date of March 31, 2018 of contract EP-D-12-044. Since the services of the contract are critical and cannot lapse, the EPA must extend the period of performance of the current contract for an additional six months to allow time for the new follow on contract to be awarded. The EPA intends to negotiate this period of performance extension on a sole source basis. There are no other contractors that have the capability of providing the level, breath, depth of support, and continuity of services that are required by OAQPS for Emissions, Air Quality, and Meteorological modeling. This notice will be posted for 15 calendar days. The intent of this notice alerts the vendor community to the extension of contract EP-D-12-044, and the upcoming opportunity for competition of this opportunity. This notification alerts all vendors to this action and to determine if any other source (s) exist; and, therefore, no solicitation is available. A determination by the Government not to compete this proposed contract extension based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether competition is viable. Responses to this notice should be submitted to the Contract Specialist, Jeffery Clodfelter via the following e-mail address (Clodfelter.Jeffery@epa.gov) within 15 calendar days from the date of this notice.
