Description
Request for Information (RFI) Containerized Facilities for High Performance Computing and Data Storage 1. Introduction The U.S. Army Research Laboratory has a facility as part of the DoD Supercomputing Resource Center (DSRC) which provides DoD with High Performance Computing (HPC) capabilities. This facility provides robust classified and unclassified computing environments as well as the capability to provide real-time processing and data storage solutions in direct support of the DoD Research, Development, Test and Evaluation community. ARL's facilities are located at the Aberdeen Proving Ground in Aberdeen Maryland. ARL is considering augmenting its current facilities with a series of 10-40 modular and/or containerized units to be located on a concrete pad near other ARL HPC resources. 2. Objectives The objective of this RFI is to solicit information pertaining to manufacturers and or providers of ISO container-based and modular data centers, associated ancillary equipment and site work suitable to house ARL's high performance computers and associated data storage. Responses may be submitted to all or part of this announcement. 3. Key Action Dates Submissions shall be received within 15 calendar days of this RFI release. 4. Requirements 4.1 The information obtained from this solicitation may be used to finalize requirements and determine what viable products exist. Your thoughtful responses and your time to assist ARL by responding to this RFI is appreciated. 4.2 Providers shall include information relevant to the requirements below. No special formatting is required and standard sales and technical materials are encouraged. 4.3 Submissions should include information relevant to the following 3 configurations: 4.3.1 Stand-alone container-based data centers (unconditioned power and networking are the only facility connections required) • ISO 10-40' high cube container form factors • Integrated uninterruptible power system (UPS) o Specify available input voltage configurations (480 VAC input preferred) o Specify output power voltage and distribution option o Specify available redundancy features and number of battery strings, type of battery o Specify type of UPS (e.g. dual conversion) • Integrated cooling solution o Specify effective ambient temperature range o Specify maximum and sensible tonnage • Point and distributed loading capacities • Number of standard racks, number of available rack units, depth of racks (or square footage available for racks) • Wind load rating • Fire rating and fire suppression specifications • Security measures • A commercial price list to include any quantity or Government discounts available • Maintenance requirements and availability of vendor maintenance • Typical installation time required on a prepared concrete pad 4.3.2 Modular container-based data center approaches • Equipment must be installed on a prepared site consisting of a concrete pad with no additional roofing • A description of all units and/or equipment that may be potentially relevant to the ARL needs • A commercial price list to include any quantity or Government discounts available • Installation and site work requirements • Power input, output, and distribution configurations, including fault tolerance strategies • Cooling strategies and capacity • Maintenance requirements and availability of vendor maintenance • Typical installation time required on a prepared concrete pad • Number of standard racks, number of available rack units, depth of racks (or square footage available for racks) o Point and distributed loading capacities o Number of standard racks, number of available rack units, depth of racks o Wind load rating o Fire rating and fire suppression o Security measures o A list of at least three (3) customers (along with contact information) whom these capabilities have been provided to within the past two years 4.3.3 Modular data center approaches • Equipment must be installed on a prepared site consisting of a concrete pad with no additional roofing • A description of all units and/or equipment that may be potentially relevant to the ARL needs • A commercial price list to include any quantity or Government discounts available • Installation and site work requirements • Power input, output, and distribution configurations, including fault tolerance strategies • Cooling strategies and capacity • Maintenance requirements and availability of vendor maintenance • Typical installation time required on a prepared concrete pad • A list of at least three (3) customers (along with contact information) whom these capabilities have been provided to within the past two years • Point and distributed loading capacities • Usable square footage and height • Plenum height, if applicable • Wind load rating • Fire rating and fire suppression • Security measures • A commercial price list to include any quantity or Government discounts available 4.4 Submissions may optionally include the following: • Options to deliver units with data storage already installed • Details of how containers can be secured to operate at the SECRET level • Details about what ARL should consider in preparing the site for installation • Highlight areas where customization of a standard product may be needed • Options for acquiring site work as part of unit procurement or installation • Links to any more detailed information that might be relevant to ARL 4.6 All submissions shall be limited to a maximum of twenty (20) pages (this page count does not include the commercial price list). Respondents shall submit one (1) electronic version (PDF) by the date listed in the Key Action Dates and must be submitted via e-mail to: usarmy.adelphi.rdecom-arl.list.arlhpc@mail.mil. Questions can be submitted to this e-mail address prior to the cutoff date. Notes: 1. This notice is being issued for planning and information purposes only. It does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to the notice nor will the Government accept proposals as a result of this notice. 2. ARL may share technical information with support contractors to help define potential construction issues. Responders may mark portions of their response as "For Government Use Only" if they have concerns about how their information will be used.
