Description
The Naval Air Systems Command (NAVAIR) intends to award a contract action to BAE Systems, Inc. (BAE), Fort Wayne, Indiana, on an other than full and open basis procuring engineering services to validate load of BAE Software (SW) onto BAE Full Authority Digital Engine Control (FADEC3) using the TechSAT Portable Data Loader (PDL) MK III. Planned award is November 2018. Pursuant to DFARS 206.302-1(d) and PGI 206.302, a Sources Sought Notice was posted for this requirement on 18 January 2018. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." FADEC3 has been developed, manufactured, and supported by BAE. No other party has access to BAE's proprietary design data, in-depth technical understanding and insight of FADEC3 design, including interfaces with ARINC 615 protocols and related specifications, and all necessary FADEC3 SW, HW, and related resources to support the evaluation, as well as process definition to execute the tasking required. The Government does not possess the technical data and the computer software to enable a source, other than BAE, to meet the requirements contemplated by this Presolicitation Synopsis. The 18 January 2018 Sources Sought Notice provided the opportunity for interested persons by 02 February 2018 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit capability statements. No responses were received. The Government will not consider any information submitted by interested parties in response to this Presolicitation Synopsis.
