- Description
- NASA/Johnson Space Center has a requirement to procure products and services from the Agenzia Spaziale Italiana (ASI) in support of Permanent Multipurpose Module (PMM) located onboard the International Space Station (ISS). ASI has been performing the current Firm Fixed Price/Indefinite Delivery Indefinite Quantity Contract, NNJ13GA16B, since September 24, 2014. This proposed contract extension will extend the current contract through December 31, 2024. ASI provide for engineering services and products associated with changes to the requirements baseline, functionality, or resolution of hardware issues associated with hardware for the Permanent Multipurpose Module (PMM). Specific products and services that may be performed with NASA-supplied hardware for the PMM include, but are not limited to, the following: 1.Assessments and evaluation 2.Analysis 3.Re-design efforts necessitated by an "as-built versus as-designed" issue with NASA provided outfitting hardware or Space Station Change Notices (SSCNs) 4.Documentation and models 5.Testing and associated support 6.Changes in functionality and/or performance from that defined in the requirements baseline 7.Training materials 8.Additional copies of hardware NASA/JSC intends to procure the items/services from ASI on a sole source basis due to ASI maintaining proprietary data rights to the PMM. This action will also allow for uninterrupted support of on-orbit operations of the PMM. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 29, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
