Description
STATEMENT OF WORK (SOW) Building 90 Waco TX, Air Handler Unit Systems Service and Maintenance 1. Contracting Officer s Representative (COR). Contract Title. Waco Bldg. 90 Air Handler Unit Systems Service and Maintenance 3. Background The Clean Air Act, originally passed in 1973 and amended in 1990, is a United States federal law designed to protect human health and the environment from the effects of air pollution. Indoor air quality (IAQ) problems are not limited to homes. In fact, many office buildings have significant air pollution sources. Some of these buildings may be inadequately ventilated. For example, mechanical ventilation systems may not be designed or operated to provide adequate amounts of outdoor air throughout the call center. People generally have less control over the indoor environment in their offices than they do in their homes. As a result, there has been an increase in the incidence of reported health problems. During the course of the last decade Waco Bldg. 90 facility has endured extreme wear and tear on the air handling units. VHA Member Services has established guidelines to follow on maintenance and operations of facilities to include an air handling unit systems service and maintenance plan to sustain a clean air working environment with higher indoor air quality. Including in the established goals is the air handler service and maintenance plan that produces with higher quality of indoor air. By executing the air handler service unit system service and maintenance plan, it will keep Waco Bldg. 90 facilities in good working order offering better indoor air quality for employees and visitors. The Environment Protection Agency has issued the following statement: To protect all building occupants and maintain safe and healthy indoor environments, considerations for buildings should include occupant health and well-being, sustainability, energy efficiency, and changing outdoor conditions. The Occupational Safety and Health Administration have offered the following statement: Poor indoor air quality (IAQ) has been tied to symptoms like headaches, fatigue, trouble concentrating, and irritation of the eyes, nose, throat and lungs. Also, some specific diseases have been linked to specific air contaminants or indoor environments, like asthma with damp indoor environments. Based on the contents of this paragraph, Waco Bldg. 90 requires an Air Handler Unit Systems Service and Maintenance contract to sustain indoor air quality to foster employee health and well-being, sustainability, energy efficiency, and changing outdoor conditions. 4. Scope A site visit will be conducted at a date yet to be determined. The site visit will provide interested vendors with an opportunity to view the air handling units systems as identified in the scope of this requirement. Provide materials/parts to supply skilled labor to conduct air handler unit(s) system service and maintenance on Bldg. 90 Waco TX. Owner desires vendor to perform full service and maintenance to include preventive maintenance and system failures repairs, in intervals of regular maintenance, quarterly, and bi-annually service and maintenance. Vendor to grease of all moving parts on each system, supply and change belts, clean coils (this is an upkeep after coils have been thoroughly chemically cleaned), check all sheaves and pulley's for correct alignment and repair/replace as necessary, clear out drain lines, clean out condensate pans, check for proper operation on all mechanical and electrical parts including digital controls, clean return air plenums to keep from building up of debris, check/replace water temps, check/replace all water valves for proper operation, check/replace amps, motors, check/replace bearings, check/replace thermostats for proper operation, check/replace VAV (if applicable) boxes to make sure they are operating properly, including preventive maintenance of a blower, heating or cooling elements, filter racks or chambers, sound attenuators, and dampers, cleaning or replacement of the filter banks, cleaning or replacement of the coils, duct work clean, and filter banks clean. Repair filter racks as necessary to make them more air tight around the filters to stop the by-pass of contaminates into the system that will clog the evaporator coil. Perform all gasket material installations and perform necessary fabrication work, including cleaning all racks. Install 4 Reme-Halo's per system (16ea total) to help with dust control and sanitize the air and surfaces in the building and also keep air handler unit clean, replacement of bearings on the blower shaft of AHU-2 and AHU-4 in Waco Bldg. 90, Air Handler Unit Systems (4ea) for a 1 year base contract with 4 option years. 5. Performance Monitoring The COR will monitor the changes through periodic site visits and final acceptance of the project. See Evaluation Factors for specific criteria. 6. Place of Performance. Performance shall occur at the Waco VA Medical Center, Bldg. 90, VHA Member Services. The specific address is: 4800 Memorial Drive, Building 90 Waco, TX 76711 7. Period of Performance. Performance shall take place during normal work hours of the facility. Normal work hours of the facility are 5am 7:30pm. The base year service and maintenance plans specified in this requirement should begin within 30 days of contract award. Note: Performance of work is not to interfere with call center operations within the facility.
