- Draft Award Sole Source Synopsis Justification for Sole Source The USNS CITY OF BISMARCK has a bona-fide need for the services of OEM (Original Equipment Manufacturer) Technical Support Services for the Firefighting Systems testing during Walk Through, Mock Trials and Final Contract Trials (FCTs) at JEB-Little Creek, Virginia Beach, VA 23459 Pier: TBD. Periods of Performance to be: 2-6 April 2018, FCT Walk Through; 23-27 April 2018, FCT Mock Trials; and 13-18 May 2018, FCT Trial with INSURV. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within 2 calendar days of publication of this notice, shall be considered by MSC. All responses must be submitted to the Government point of contact at the email address michael.rossik@navy.mil and kathryn.s.bates@navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
