Description
Purpose Built Non-Standard Commercial Vehicle (PB-NSCV) and Industry Day Announcement Contracting Office Address: US Special Operations Command, Headquarters Procurement Division, 7701 Tampa Point Blvd, MacDill AFB, FL 33621-5323 The United States Special Operations Command (USSOCOM) will conduct a briefing to Industry in support of the Purpose Built Non-Standard Commercial Vehicle (PB-NSCV) program. This Industry Day Event will occur on 27-28 February 2018, from 0800 to approximately 1700 at the Unclassified Test Bed (UTB) Facility, 11300 Martin Luther King, Jr. Street N., Suite 350, St. Petersburg, FL 33716. This announcement serves as a special notice and is issued for information and market research purposes only. The Industry Day does not constitute a formal solicitation for proposals. Industry Day attendance is voluntary and is not required for submissions to the formal PB-NSCV request for proposals announcement which will be posted on a future date. This Industry Day will be dedicated to an information briefing, question and answer (Q&A) session, Performance Specification review and one-on-one vendor/Government meetings. Contractors, who do not intend to propose as a Prime, may still attend the Industry Day informational and general Q&A session. Due to limited seating, attendance is limited to three (3) persons per company for all sessions. For those wishing to attend, one (1) registration form per company must be submitted to the administrative Point of Contact (POC) below no later than 2:00 PM Eastern Standard Time (EST) on 20 February 2018. If desired, please request a one-on-one meeting on your registration form. This Industry Day's informational and general Q&A sessions will be UNCLASSIFIED and open to all registered parties. The one-on-one meetings will be SECRET and open to those who have registered, hold the appropriate clearance, and were approved. These meetings will be limited to a 30-60 minute period, with the goal of discussing the vendor's current capabilities regarding the fulfillment of the PB-NSCV requirement. The technical capabilities of the UTB Facility will be provided to those on the attendance roster closer to Industry Day. The following is the anticipated schedule for Day 1 of the Industry Day: 0800 -0830: Sign-In 0830-1030: Informational Session (Going over draft documentation) 1030-1130: General Q&A Session 1130-1300: Lunch 1300-End of Day: One-on-One Sessions The second day will continue One-on-One Sessions until all potential offerors are able to complete the sessions. Draft documents, to include a draft Performance Specification and draft classified Annex A to the Performance Specification is available upon request to the below POCs. In order to be granted access to the classified Annex A, contractors must intend to propose as Prime and must either currently hold a SECRET Facility Clearance and have the ability to store SECRET material as accredited by the Defense Security Service (DSS) or go through the Facility Clearance Process to obtain a SECRET Facility Clearance. Contractors with Facility Clearances are encouraged to submit a copy of their current facility clearance and state their intent to propose as a prime contractor in order to facilitate timely delivery of Annex A. All questions and comments to the draft documents must be submitted via email to the administrative POCs listed below no later than 2:00 PM EST on 20 February 2018. All questions and/or comments should be submitted without contractor-identifying information included in the statement. It is the Government's intent to address submitted issues and comments at Industry Day. Questions received after 2:00 PM EST, 20 February 2018, may not be addressed by the Government prior to release of a final RFP package. The North American Industry Classification System (NAICS) code for this procurement is 336112, with a Small Business size standard of 1,000 employees. In order to gain access to the draft documents posted on FBO, contractors must request explicit access through FBO and be registered in www.SAM.gov under one the following NAICS code: 336112, 336120, 336992 or 336999. This special notice shall not be construed as a Request for Proposal or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. No other program information related to total dollars available, total quantity of vehicles authorized, or timeline for official solicitation release is available at this time. USSOCOM will continue to post information in accordance with the Federal Acquisition Regulation (FAR) to FBO as it becomes available.
