Description

The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to solicit and negotiate a 20-month Firm Fixed Price Sole Source Task Order to Fidelity Technologies Corporation under the Fielded Training Systems Support (FTSS) IV Multiple Award Contract for a Class I Quick Response Modification (QRM) to replace the obsolete visual system projectors and obsolete operating systems used in E-6B Operational Flight Trainers (OFTs) 2F144A S/N 1 and 2F144A S/N 2 to ensure continued sustainment and protection against cybersecurity threats, for which Fidelity is already providing support as the Contractor Operation and Maintenance Services (COMS) contractor. The OFTs are located at the Fleet Air Reconnaissance Squadron Seven (VQ 7), Tinker Air Force Base, Oklahoma City, Oklahoma. This is a one-time requirement that is not a long-term COMS effort. Due to the fact that they are already on-site and performing the COMS efforts, Fidelity is in the best position to perform this effort with minimal impact to training. This task order is being issued under the authority of Federal Acquisition Regulation (FAR) 16.505 (b)(2)(i)(D) to satisfy a minimum guarantee. The anticipated award date for this contract is 16 April 2018 and will end 31 December 2019. This synopsis is a notice outlining the Government ™s intent to contract for the Visual and Operating Systems Technology Refresh support for the E-6B OFT ™s located at Tinker Air Force Base, Oklahoma City, Oklahoma. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale via email to Don Spencer, at don.w.spencer@navy.mil in an electronic format that is compatible with Word 2010, no later than 29 March 2018 at 0900 EST. Any response to this notice must show clear and convincing evidence that a different source would be advantageous to the Government. All information shall be furnished at no cost or obligation to the Government. No solicitation document is available. If no written contest to this synopsis is received and a sole source procurement with Fidelity Technologies Corporation is awarded, no further synopsis will be provided.
