- The Service Area Office East (SAO-E) R&D Contracting Office intends to negotiate on a sole-source basis with Siemens Medical Solutions, Inc., 40 Liberty Blvd., Malvern, PA 19355, for the procurement of a pTX software/hardware upgrade to the existing Siemens Magnetom 7T located in R&D Bldg. 203, Rm. B454, at the San Francisco VA Medical Center (SF VAMC), 4150 Clement St., San Francisco, CA 94121. This upgrade is to include: single transmit system host upgrade for VE11 software line; parallel transmit (8Tx) host upgrade for VE11 software; control system and imager upgrade (MARS); hardware for 8Tx array upgrade (EPC 2); software packages for parallel transmit system (8Tx); and preparation of 1Tx Tim system for upgrade for parallel transmit (8Tx). This procurement is being conducted in accordance with FAR 6.302-1(a)(1)&(2) and 6.302-1(b)(2) (only 1 responsible source) because the Government believes that Siemens is the only capable supplier of this upgrade, that the existing and proposed device components are proprietary, and that that present and resultant license agreements preclude the use of any other supplier/software/hardware. This notice of intent is not for competitive quotes. The North American Industry Classification System (NAICS) number is 334510, small business size standard of 1,250 employees. This notice is NOT a request for competitive proposals and no solicitation document is available. However, parties may express their interest accompanied by supporting literature by email to Jeff Greis, Contracting Officer, no later than March 19, 12:01 ET. Responses should be sent to jeffrey.greis@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement or proceed with a sole-source procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Please include your socioeconomic status (i.e., VOSB, SDVOSB), DUNS numbers and FSS Schedule numbers (if applicable) in your responses.
