Description

The National Cemetery Administration is soliciting offers under solicitation number 36C786-18-R-0269. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 237110, Water and Sewer Line and Related Structures Construction, Business Size Standard is $36.5 million. Project Description: The Contractor shall furnish all labor, materials, equipment, services, and supervision to perform work to remove and replace existing irrigation control system; remove and replace existing weather station; remove and replace existing anemometers; remove, replace, and program valve and sensor decoders; install surge protection; and set up of central controller and training. at Fort Rosecrans National Cemetery (SFNC), located in San Diego, CA, 92106. There will be an Official Site Visit established in the solicitation, no other visits to site will be accepted. Contract period of performance will consist of Ninety (90) calendar days, after issuance of Official Notice to Proceed (NTP). The construction magnitude for this requirement is between $100,000 and $250,000. Note: Performance and Payment Bonds will be required upon submission of proposal. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Technical Approach to Complete Statement of Work & Qualifications; (2) Past Performance; and (3) Price. Electronic solicitations will be available for download from http://www.fbo.gov on or about March 21, 2018. No paper copies will be issued. Offerors are responsible for obtaining all amendments or additional information at http://www.fbo.gov. Proposals are due at 1:00 P.M. EST on April 19, 2018. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far-left side of the webpage and click on Request a user account to register.
